JOB SUMMARY:

Under the direction of the DCTA Director of Human Resources who will work in conjunction with the NTMC General Manager, the Human Resources Generalist will perform complex and professional level Human Resources work, providing expertise for Human Resources functions such as recruitment and selection, benefits, employee engagement, employee training and development, record retention, and compliance. Serves as a business partner and support for Human Resources policies, procedures, and related training. Will be responsible to ensure compliance with NTMC contracts and collective bargaining agreements.

JOB FUNCTIONS
The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

  • Works closely with the Denton County Transportation Authority (DCTA) Human Resources (HR) team to help ensure contract compliance at NTMC.
  • Responsible for full-cycle recruiting, including candidate review, pre-employment assessments, communication with applicants, pre-boarding/on-boarding, and facilitating a strong hiring process for candidates and new hires.
  • Plays an active role in employee outreach/engagement initiatives, encouraging employee connection, inclusion, and growth; and supports the Servant Leadership culture.
  • Serves as a subject matter expert to employees needing assistance in Human Resources, such as benefits questions, open enrollment, and others. Partner with DCTA Director of Human Resources for additional employee concerns that may need escalation or resolution.
  • Handles annual benefit enrollment including preparation of election forms, presenting information, data entry, and submitting enrollment paperwork to benefit carriers. Handles all benefit administration throughout year to include required reporting and tax documents.
  • Administers Agency leave administration. Evaluates leave requests, determines eligibility and communicates leave approvals/denials to employees.
  • Provides administrative support to DCTA Director of Human Resources and the General Manager related to the discipline process.
  • Oversees employee data entry, processes and records, to include retention and compliance. This includes all employee changes, such as benefit updates, transfers and promotions. Assembles information, compiles statistics, and prepares reports, as requested. Provides support for required audits.
  • Assists with adherence to established Budget by monitoring expenditures and performing monthly reconciliations. Prepares and maintains requisitions, purchase orders, invoices and check requests.
  • Assists the DCTA Director of Human Resources with the development and implementation of employee training and development, including soft skills training and regulatory/compliance training items.
  • Responds timely to requests for verifications of employment, unemployment earnings requests, Texas Workforce Commission (TWC) requests, and information requests related to Workers’ Compensation.
  • Responsible for employee recognition materials and events (i.e. new hires, birthdays, work anniversaries, professional achievements).
  • Updates and maintains NTMC Employee Handbook(s) consistent with management direction and creates and conducts training to ensure compliance with all policies and procedures.
  • Assists the DCTA Director of Human Resources with research related to compensation, benefits, job descriptions, and Human Resources best practices to ensure compliance and to help NTMC remain competitive, as needed.
  • Responsible for maintaining compliant personnel files.
  • Works closely with the Safety & Training Manager and provides administrative support on Workers’ Compensation claims to ensure completeness, accuracy, and timeliness.
  • Maintains records and reporting related to external (government) and internal EEO compliance. Data may include recruitment, hiring, terminations, promotions, disciplinary actions, salaries, applicant flows, and transfers.
  • Plans, completes, and files required EEO and/or affirmative action reports and documentation with government agencies.
  • Records internal inquiries regarding civil rights and equal opportunity laws and regulations as appropriate and consults with DCTA Director of Human Resources for appropriate action. May assist with Freedom of Information Act (FOIA)/Public Information Requests, when needed.
  • Responsible for any required federal/state reporting.
  • Holds a permanent position on the Wellness Committee to ensure compliance with HR laws and oversees and implements new ideas and concepts to create strong morale and culture.

REQUIREMENTS TO PERFORM WORK
Knowledge of:

  • Basic knowledge of Human Resources practices
  • Working knowledge of Affordable Care Act and Insurance reporting/compliance
  • Basic knowledge of employment and payroll laws preferred
  • Kronos Payroll System (“UKG Ready”) experience preferred
  • Proper usage of English Language, with strong professional communication skills, both written and verbal
  • Microsoft Office suite including Word, Excel, PowerPoint, Outlook
  • Principles and practices of routine analytical research
  • Previous work in a unionized environment, particularly in public transit, is highly desirable

EDUCATION AND EXPERIENCE (an equivalent combination of experience and education may be considered):

  • Associate or bachelor’s degree in business, Human Resources, or related field.
  • Minimum 3-5 years of professional experience in Human Resources, training, payroll, and/or benefits.
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.
  • Previous experience with unions or collective bargaining is preferred.
  • Previous experience in public transit highly desirable.

PHYSICAL REQUIREMENTS:

Physical activity includes, but is not limited to: on a continuous basis, sit at a desk for long periods of time; intermittently twist and reach office equipment; write or use keyboard to communicate through written means; occasionally run errands; lift light weight; reaching above the waist, reaching below the waist, and reaching waist to shoulder to reach inventory on shelves; repetitive motion and fingering when using computer keyboard; talking and hearing when dealing with customers.

WORK ENVIRONMENT:

  • The noise level in the work environment is usually moderate.
  • Works generally indoors in a climate-controlled office setting; occasionally works outdoors.
