JOB DESCRIPTION: The purpose of this position is to improve the productivity of the organization's employees, by planning, developing and implementing new and revised compensation programs, policies and procedures that are responsive to the county's goals and competitive practices. This position is also responsible for ensuring through audits, legal reports and personal interactions that company compensation programs are consistently administered in compliance with company policies and government regulations. In addition, this position oversees administration of employee insurance, pension and savings plans and works with insurance brokers and plan carriers while evaluating and reviewing the Human Resources Benefits Coordinator.
Design, implement, and manage salary classification and compensation programs to ensure corporate compensation objectives are achieved.
Keeps apprised of federal, state and local compensation laws and regulations. Plans, coordinates and conducts large and/or highly sensitive classification studies that may involve multiple job classes and/or cross departmental lines.
Plans, conducts, and/or oversees salary and total compensation surveys; performs desk audits; and tabulates and analyzes salary survey data. Recommends allocation of positions to appropriate classes to ensure county compliance.
Analyze surveys to ensure appropriate compensation across all departments. Performs competitive analysis; produces merit increases and salary structure changes, if applicable.
Assists Department’s with developing job descriptions for various positions and determine appropriate base pay. Advise on salary increase requests.
Manages job descriptions for County classifications.
Reviews updates/changes to job descriptions prior to HR Generalist I's posting an open position to ensure proper classification.
Develops and delivers ongoing communications regarding compensation and benefits.
Administers various employee benefit programs, such as group health, flexible spending accounts, dental and vision, accident and disability, life insurance and retirement benefits.
Manage and evaluate the Benefits Coordinator and provides training and support.
Processes and maintains employee medical and personnel files/records.
Generates Personnel Actions into County payroll system for processing by Finance Department - includes additions, changes, terminations, promotions, disciplinary actions, personal information updates, military leave, etc..
Responsible for staying in compliance with COBRA regulations, maintaining records, tracking timeframes and required notices. Manages COBRA process including new hires, terminated employees, and retirees. Processes retiree insurance payments and collections of shortages or non-payments. Generates payment reports for Finance.
Manages Affordable Care Act healthcare requirements for qualified intermittent employees.
Assists employees with short-term and long-term disability applications. Meets with employees to discuss and explain long term disability and the retirement process. Tracks progress of disability and retirement applications.
Manages military leave actions and coordinates with employees on leave.
Manages annual open enrollment process and employee fair. Creates and generates all open enrollment through County self-service portal. Processes and implements all changes with benefit carriers. Approves all changes for Finance to post in system.
Guides Human Resource Generalist I’s with questions regarding policies, benefits, and compensation.
Performs quality checks of benefits-related data.
Serve as primary contact for plan vendors and third-party administrators.
Coordinate transfer of data to external contacts for services, premiums and plan administration.
Evaluate and revise internal processes to reduce costs and increase efficiency.
Document and maintain administrative procedures for assigned benefits processes.
Ensure compliance with applicable government regulations.
Ensure timeliness and accuracy of required reporting and fees.
Oversee maintenance of employee benefits files, maintain group benefits database and update employee payroll records.
Gather employee data and oversee the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans.
Allocate group health and dental claims monthly and review quarterly.
Audit the accuracy and performance of functions performed by Benefits Coordinator.
Perform plan audits. Prepare, collect and organize data for actuarial assessments. Review data in conjunction with the Assistant Director of HR.
Provide customer service support to internal and external customers. Develop communication tools to enhance understanding of the company's benefits package.
Design and distribute materials for benefits orientations, open enrollment and summary plan descriptions.
REQUIREMENTS:
Education
-Bachelor’s degree in Industrial Relations, Human Resources, Psychology or related field;
Certifications
-SHRM Certified Professional (SHRM-SCP or PHR) preferred.
Job Experience
-Three to Five years of experience in analysis, design and/or administration of compensation programs preferred.
-Three to Five years personnel generalist experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
