JOB SUMMARY
This position performs specialized work related to all aspects of Human Resources and requires the incumbent to possess a solid generalist foundation in various aspects of Human Resource functional areas including, but not limited to, benefits, training, recruitment and general administration. The position is responsible for assisting and interacting with current employees and the public as well as organizations and agencies external to The VCCDD. This position requires good judgment, excellent written and verbal communication and organizational skills, and discretion. Have the knowledge, skills, and abilities to help and support employees and external candidates while delivering outstanding customer service.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to)
General
• Advises employees on general HUMAN RESOURCES policies and procedures.
• Works on Human Resources special projects as assigned.
• Conducts research related to Human Resources policies and programs.
• Monitors employee relations climate to identify trends and concerns.
• Consults with management, providing HR guidance when appropriate.
• Analyzes trends and metrics in partnership with the HR team to develop solutions, programs and policies.
• Makes appropriate and timely decisions following review of related facts and opinions. Uses good judgment to initiate action. Consults with and advises Manager of Human Resources as needed.
• Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
• Coordinates follow-up with Manager of Human Resources and/or other senior management as appropriate, maintaining confidentiality of communications.
• Works with Manager of Human Resources to interpret local, state and federal regulations to implement policies and procedures to ensure District-wide understanding and compliance.
• Involves Director and Manager of Human Resources in all areas where the District may suffer a liability or loss (e.g., terminations, sexual harassment, discrimination claims, etc.).
• Initiates new projects/tasks.
• Produce reports as requested and within designated timeframes and format requested.
• Support overall Human Resources function as needed daily by assisting and/or serving as backup to all other Human Resources staff.
Recruitment
• Assist departments with writing and reviewing job descriptions prior to Human Resources Director approval.
• Assist with conducting interviews within Human Resources and additional departments.
• Create and distribute various statistical reports relating to recruitment/selection/hiring and on-boarding data as necessary.
• Attend job fairs as needed.
Risk Management
• Assist with review of all property/casualty claims received as needed.
• Assist with maintaining database of all autos, property damage and general liability claims.
• Produces reports as requested.
Training
• Assist with scheduling and tracking of training assignments.
• Assist with follow up for incomplete training assignments.
• Assist with New Hire Orientation as needed.
Employee Relations
• Be accessible and visible to all employees.
• Assist in the development and implementation of employee recognition programs.
Administrative
• Produce reports as requested and within designated timeframes and format requested.
• Assists in ongoing analysis of data and flag trends or items of note for attention.
Additional
• Attend Human Resources training classes/webinars to increase knowledge of Human Resources practices.
• Performs other duties as assigned.
• May be expected to perform additional duties in an emergency.

MINIMUM EDUCATION AND EXPERIENCE
• High School Diploma/GED required. Associates degree in related functional area or other related field required; Advanced degree in related functional area preferred.
• 3+ years of similar Human Resources experience can be used as a supplement or replacement for a higher education degree, as referenced above.
MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS
• Valid Florida Driver’s License required.
• All candidates and employees must successfully pass background and drug screening.
• SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred or ability to obtain certification within two (2) years of employment.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES
Knowledge
• Proficient in Outlook. Functional in Microsoft Office package, Work, Excel, and PowerPoint.
• Proficient with HRIS software.

• Ability to be well-organized and successfully multi-task in a fast-paced professional environment to meet multiple demanding deadlines.
• Proven ability and commitment to provide excellent customer service experience to all employees, candidates and the public.

EQUIPMENT
