AvantGarde, LLC (AG) seeks to engage a Human Resources Specialist – Workforce Analytics who supports the AG client on site at the Naval Surface Weapons Center Philadelphia Division (NSWCPD) by contributing to the design, implementation and evaluation of a wide range of strategic workforce programs and processes by data-mining, analyzing, organizing, developing metrics and reporting out on various programmatic activities relative to workforce training and planning. The Specialist runs highly specialized workforce reports and supports the HR office with analyses of human capital data relating to hiring, attrition, mission critical gaps, leadership and supervisory development, onboarding efforts, and administration of training programs. The Specialist coordinates and leads semi-monthly, in person new hire onboarding sessions. The work will be conducted on the client site in Philadelphia, PA, with some potential for remote telework.

AG offers a comprehensive benefit package including a monthly commuter benefit as well as immediate medical enrollment and 401K. This is a full time, 40 hours per week position. The WORK

  • Collect, review, analyze, and interpret qualitative and quantitative data; identify trends and patterns; translate findings into actions and recommendations; and deliver the results to serve as the basis for decisions and approaches to NSWCPD training efforts.
  • Conduct research, compile findings, and develop recommendations to contribute to the team’s evaluation and recommendations of workforce and human capital programs and processes.
  • Develop communications related to analytical findings and work with NSWCPD leadership to refine and edit deliverables to ensure they are articulate, polished, professional and responsive to the requirement.
  • Participate in evaluations and assessments designed to identify and define issues, review and analyze data, and evaluate/document best practices.
  • Collaborate with key stakeholders in the development and implementation of training based on findings and evaluation of special programs (i.e., onboarding, leadership, supervisory, etc.).
  • Assess Navy training programs to make recommendations to align human capital decisions with desired workforce characteristics.
  • Support the development of performance metrics related to employee development, retention, motivation, engagement, satisfaction, and productivity.
  • Provide metrics and program updates to Workforce Development Branch Head and Leads.
  • Conduct data or anecdotal driven analysis and interpretation for the employee relations team.
  • Inform managers on workforce development program requirements. Provide training when necessary.
  • Coordinate and communicate study results via written reports and oral presentations.
  • Coordinate and organize four-day semi-monthly new hire onboarding/ bootcamp sessions that serve as the employee onboarding for all new hires at NSWCPD, which entails communicating with all stakeholders and subject matter experts, reviewing best practices, and providing solutions.
  • Support such Workforce Development Programs as mandatory training, supervisory training, onsite and offsite training, competency program, leadership programs, Defense Acquisition Program, and mentor program

The REQUIREMENTS

  • High School Diploma or GED with a minimum of 5 years’ experience in areas noted above.
  • Bachelor’s degree in human resources or related field with 2 to 3 years’ experience in areas noted above.
  • No federal experience is required. Experience can be in private sector; not for profit; or federal, state, or local federal governments.
  • Excellent quantitative and qualitative data analysis, research, critical thinking, technical writing, and communication skills essential.
  • Prior experience utilizing a Human Resources Information System (HRIS) that houses and captures employee data across the organization and experience running and validating comprehensive reports for management.
  • Advanced proficiency using the Microsoft Office Suite of applications, i.e., Excel Pivot Tables, for data mining to develop workforce metrics reports to interpret trends in hiring and attrition.
  • Excellent written skills (ability to draft reports to higher levels of management with a strong attention to quality assurance).
  • Ability to work independently and interface with employees and managers as needed. Will work under direction with some independence.
  • Ability to prepare robust presentations utilizing advanced PowerPoint summarizing finding and recommendations to management.
  • Strong interpersonal and communication skills with the demonstrated savvy to establish and build rapport to report findings and present information to key stakeholders.
  • Able to obtain a federal security clearance; active or recent federal security clearance preferred.

The CLIENT / AGENCY

The Naval Surface Weapons Center Philadelphia Division (NSWCPD) was founded by Rear Admiral George W. Melville as the Fuel Oil Testing Plant in 1910. Melville was a tireless advocate for an active Navy collaboration with industry and academia to conduct naval engineering research to solve problems that are often unique to the Navy.

NSWCPD employs over 1,700 civilian engineers, scientists, technicians, and support personnel doing research and development, test and evaluation, acquisition support, and in-service and logistics engineering for Navy ships. NSWCPD is the lead organization providing cybersecurity for all ship systems.

Today's NSWCPD employees work on initiatives including power and propulsion, energy conservation, alternative fuels, integrated electric power systems, and automation and controls. The site has 1.5 million square feet of building space with more than 100 laboratories and test sites.
