POSITION TITLE: HR Specialist - PVA
COMPENSATION RANGE: 47,000.00 - 48,000.00 USD per year
EMPLOYMENT CLASSIFICATION: Professional Administrative

Position Summary
The Human Resources Specialist is a key position in UNC's new Administrative Service Center (ASC) model. The mission of the ASCs is to provide stakeholders with quality, timely and efficient services. ASCs will achieve this mission by utilizing technology, cultivating the skills of our staff and building strong relationships with campus stakeholders. ASCs will operate with the understanding that we live in a competitive environment and our goal is to ensure efficient and effective service. ASCs will provide support to UNC's administrative divisions and academic colleges. ASCs will reduce fragmentation in roles and emphasize specializations. In its basic form, the ASC team will consist of (1) a business operations manager, (2) a human resources specialist, (3) an accounting specialist, and (4) a communications specialist.
The Human Resources Specialist in each ASC will serve as the HR and Payroll liaison for their unit. The HR Specialist will be responsible for assistance in the search for vacant positions and the hiring process for new employees. They will collect and track HR documents and update faculty, staff and student employee data in Banner. The HR specialist will help to orient new employees by explaining university policies and procedures, requesting appropriate access, and will ensure a smooth transition during onboarding. The HR specialist is also responsible for the timely payment of salary/wages, graduate assistantship agreements, and labor redistribution requests.
Job Duties
Record/System Maintenance and Employee Agreements & Contracts (25%)
• Maintain employee information in Banner and ensure employee records are up-to-date.
• Ensure contracts are signed for each faculty member and that Banner data correctly represents
the contract information.
• Verify that all employees (faculty, staff, students and volunteers) have appropriate, accurate, and approved employment agreements.
• Enter contract salary information into the Payroll system, ensuring employees are paid in an
accurate and timely manner.
• Update contracts/EPAFs as needed to process faculty course reassignments.
• Create, process, and collect required signatures for Personal Service Agreements (PSAs) when
individuals are to receive supplemental pay.
Search Administration (25%)
• Assist college/unit leadership with preparing required search documents.
• Post position openings in the Cornerstone system.
• Serve as the search coordinator and AAEO representative.
• Respond to inquiries about job postings, serving as the point of contact for job applicants.
• Schedule interviews with candidates.
• Work with Accounting Specialists to arrange for candidate travel and expense reimbursement.
• Notify candidates not selected.
• Maintain Faculty Hiring Pools (adjunct postings) in the Cornerstone system.
Hiring Process/Onboarding (15%)
• Collect and track new employee documents such as Personnel Data form, Direct Deposit, I-9, W4, Moving Reimbursement form, etc. Answer general HR questions from new hires.
• Manage and understand the different hiring documents for adjuncts, GTAs, students, and volunteers.
• Investigate and request appropriate IT systems and software access for employees. This could
include Banner, Insight, Canvas, etc. for new or current employees needing additional access.
• Request Building swipe and Key access with appropriate signature approvals.

• Request Business Cards for employees as needed. Collaborate with Accounting Specialists to order other supplies as needed for new employees.
Student Employee Supervision and Employee Support (10%)
• Provide supervision for student employees located within the main/Dean's Office area.
• May include hiring, annual reviews, scheduling and timesheet approval for student employees
reporting to the HR Specialist.
• Train student reports on responsibilities and departmental policies and procedures.
• Assist other Student Supervisors within the unit/college to understand the responsibilities of
supervising student employees.
• Serve as a point of contact for HR-related processes and questions from within the unit/college.
• Deliver HR services to all unit employees in a consistent manner, making sure that the information given to them is correct and responsive to their request.
• Provide staffing information (new hires, changes in position or status, etc.) to ASC colleagues
within the unit/college to keep other lists up-to-date (website, org charts, eligibility lists, etc.).
Other Duties as Assigned (25%)
• Provide HR Specialist backup support to Academic Affairs ASC colleagues in other larger colleges across campus.
• Work with the UNC and Academic Affairs HR Specialists Teams to develop policies and
procedures, align efforts across units, and work as a team to advance Academic Affairs and HR
operations at UNC.
• Work with the college/unit ASC Team to accomplish/complete ASC duties in alignment with other units, the Division of Academic Affairs, and UNC.
• Provide occasional support to the Dean.
• Other duties as assigned.
Minimum Qualifications
Education:
Bachelor's degree required. Substitution: Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Experience:
Minimum of two years of progressively responsible, related experience, ideally in higher education.
Substitution: Additional appropriate education will substitute for the required experience on a year-for-year basis.

This position must have the ability to:

Special Considerations:
This position must have knowledge of:
• Modern office methods and practices
• Personal computer software programs including word processing, spreadsheet, workflow
tools, electronic markup, SharePoint and Microsoft Teams
