Job Description
PURPOSE: The HR/Safety Specialist has full responsibility for the safety and emergency programs of the agency and manages all aspects of workers' compensation and FMLA. Must serve as a role model of safety for the entire agency. He/she analyzes the workplace environment to eliminate all unsafe situations including physical facilities, work-place ergonomics and other. The HR/Safety Specialist also manages and coordinates the agency's recruiting and onboarding functions.
QUALIFICATIONS:
- HS diploma or GED required.
- One year experience working with Microsoft Office or similar computer software. Ability to work on internet websites is essential.
- Excellent written and oral communication skills.
- Critical thinker able to see through chaos to solutions.
- Excellent time management and ability to prioritize multiple projects with conflicting deadlines.
- Valid Colorado driver's license with acceptable driving record for agency insurance company and acceptable background check
- Reliable transportation
ESSENTIAL DUTIES AND RESPONSIBILITIES - SAFETY
- Ensure the following regarding all safety and emergency programs:
- To increase safety awareness for all staff through any appropriate means available.
- Development, implementation, and annual upkeep of the agency's safety programs including Safety Handbook.
- Serve as a catalyst towards organizational compliance with various governmental standards concerning safety and health including OSHA.
- Write annual OSHA report (OSHA 300) and other required, safety related reports.
- Ensure completion of accident reports relevant to safety issues.
- Integrate safety into the day-to-day activities of all employees through ongoing training, newsletters and other means available.
- Maintain on-going cost containment certification.
- Identify and communicate high risk situations regarding worker compensation claims.
- Review records and report the results of workplace accident and injury trend analysis.
- Present training to small groups regarding safety including Safety Handbook for all newly hired staff. Also present other HR related topics such as Respect in the Workplace, Bullying, etc.
- Recommend actions to reduce the frequency and severity of accidents and injuries.
- Discuss with and make recommendations to management on matters pertaining to safety.
- Fully participate in Safety Committee Meetings including:
- Chair safety committee meetings.
- Recommend actions to reduce the frequency and severity of accidents and injuries.
- Responsible for all ad-hoc and ongoing safety sub-committees.
- Management of all workers' compensation duties and responsibilities:
- Secure first report of injury and designated provider letter from Injured Worker (IW) and/or supervisory staff.
- Complete initial reports and track claims on insurance carrier's website in timely fashion.
- Conduct investigation of accidents as well as monitor and submit supplemental reports and design return to work plans as appropriate and submit to designated medical provider.
- Track loss history and prepare reports for the Safety Committee and annual OSHA report.
- Participate in risk management and counsel employees who receive job injuries as to their benefits and obligations.
- Consult with attorneys, claims adjusters, and designated medical provider. Investigate and coordinate efforts to settle claims expediently.
Management of all FMLA and FMLI duties and responsibilities - Assures employees have access to appropriate forms and are aware of proper notification requirements by the employee.
ESSENTIAL DUTIES AND RESPONSIBILITIES - HR RECRUITMENT/ORIENTATION
- Collaborates with hiring managers to determine their hiring needs
- Creates job postings and posts positions via applicant tracking software.
- Review applications/resumes and forward the best qualified candidates to Hiring Managers
- Once supervisor makes hiring decision contact candidate to offer job position and initiate background check and new hire paperwork process
- Complete employee reference checks as required by program.
- Enters information into various new hire databases, i.e. New Hire Registry, CAPS Check, MVR
- Performs reference checks for all new hires and document on required forms
- Ensures compliance with federal, state, and local employment laws and regulations, and company policies.
- Coordinate, review, complete and destroy all sensitive documentation keeping confidentiality as a top priority
- Performs scanning and filing of various personnel file documents.
- Assist with various aspects of new hire.
- Always maintain extreme confidentiality.
- Able to communicate clearly with administrative staff regarding policy and procedure changes.
- Work with minimal supervision and to recognize situations where assistance is needed.
- Perform duties and conduct interactions with agency staff, persons served, and the public in a manner consistent with COI values.
- Deal with stress and stressful situations in an effective, productive, professional manner.
- Promote and maintain appropriate professional and ethical relationships in accordance with policies, rules and regulations.
