Job Description
HR Specialist in a Snapshot:
- Hybrid work environment.
- Monday-Friday schedule.
- $50,500 annually.
- Working specifically with RHD programs in the Montgomery County area.
- A Qualified candidate will have a Bachelor's degree with 3 years experience as an HR generalist.
The HR Specialist is an operations focused role that serves as a knowledgeable human resource for assigned programs on staffing and recruitment, federal and state laws and regulations, RHD policies and procedures, performance management, employment law, affirmative action and other compliance initiatives. The HR Specialist will support the development of recruitment and staffing strategies for the program’s job vacancies. The HR Specialist assesses and anticipates HR related needs, proactively communicates and, delivers value-added service that reflects the business objectives of the organization and program, and maintains an effective level of business literacy about the services, financial status, culture, and market placement of the program and organization.

Administrative:
- Provide Administrative support related to Human Resources activities and operations.
- Collaborate with other departments as needed, including but not limited to Legal, Benefits, Risk and Regulatory Compliance.
- Partners and supports projects and initiatives related to HR related areas.
Recruitment:
- Support the development of recruitment strategies for job vacancies.
- Serve as an administrator for RHD’s Applicant Tracking System: managing requisitions, and stages hiring outcomes.
- Provides recommendations for best candidates.
- Provides onboarding for new hires, through orientation and job trainings.
Consultative:
- Provide day-to-day consultation and HR expertise to assigned program, with a focus on general employment practices and procedures, HR policies, compliance, talent management, and performance management.
- Provide prompt response and follow-through regarding questions, concerns, and issues in an accurate and confidential manner.
- Maintain a working knowledge of legal and regulatory requirements in all aspects of human resources.
- Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
Required Education and Experience:
- Bachelor’s degree in Human Resources or other related disciplines.
- 3 years experience as a HR Generalist.
Required Qualifications:
- Demonstrated knowledge and understanding of state and federal employment law and other human resources disciplines such as employee relations, recruiting, performance management, compensation, and organizational development.
- Strong analytical skills to include gathering and analyzing information.
- Demonstrated experience in exercising discretion, confidentiality, and independent judgment.
- Proficient skills in collaboration and communication effectively with employees across all levels of the organization and be able to demonstrate confidence while expressing opinion in a meaningful way.
- Excellent client management skills.
- The ability to work effectively both independently and in a team environment.
