Position Overview:
As an HR Generalist Specialized in Payroll at Housing Catalyst, you will be responsible for overseeing all aspects of payroll processing and ensuring organizational compliance with federal and local regulations. From updating payroll records to processing payroll and managing garnishments, your meticulous attention to detail will ensure that employees are compensated fairly and in accordance with company policies. In addition to payroll responsibilities, you will also support various Human Resource processes, including hiring, onboarding, and terminations.


Job Duties

  • Updates payroll records, including exemptions, insurance changes, deductions, paid time off, status, and pay, while calculating vacation earned.
  • Prepares payroll by verifying time records, producing checks or electronic transfers.
  • Balances payroll accounts by auditing information, resolving discrepancies, and initiating journal entries.
  • Determines payroll liabilities by entering federal and state tax information, 401a transfers, direct deposits, and wage assignments.
  • Fulfills wage garnishment requirements, adjusting records, documenting withholdings, and negotiating with collection agencies.
  • Oversees payroll tax payments, verifies data, manages tax reports, W2 statements, and maintains benefit records for 1095-C forms.
  • Supports various HR functions including Performance Management, Talent Acquisition, Learning and Development, Engagement, Benefits, Rewards, Policy, and Compliance.
  • Completes special talent management projects, clarifying objectives, conducting research, resolving concerns, and preparing reports.
  • Maintains HRIS systems, ensuring data integrity, implementing improvements, updating manuals, and resolving discrepancies.
  • Explains company policies, benefits, and procedures to employees or job applicants.
  • Manages FMLA and FAMLI processes, communicates with employees, monitors hours, and processes insurance enrollments and changes.
  • Communicates with employees and disability carriers, handles worker's compensation claims, and maintains confidentiality.
  • Ensures compliance with legal requirements, anticipates legislation changes, and advises management.
  • Improves HR knowledge through workshops, publications, networking, and participating in professional societies.
  • Performs other related duties as assigned.

Job Competencies:

  • Knowledgeable about general operations and procedures of HC, HUD, Federal and State programs, and properties.
  • Capable of orienting other employees and explaining organizational policies, rules, and regulations.
  • Proficient in managing payroll and employment conditions, including salary reviews and benefits.
  • Familiar with employment law and company policies, able to recruit employees and write work-related reports.
  • Skilled in managing change, analytical thinking, collaboration, and problem-solving.

Education and/or Experience:

  • Associate’s degree plus minimum 4 years relevant experience, including at least 2 years in Payroll processing and 1 year in general HR and benefits administration.
  • Fundamental Payroll Certification (FPC) or equivalent.

Technical Skills:

  • Proficiency with HRIS and payroll management systems.
  • Strong computer skills, including MS Word, Excel, PowerPoint, and Outlook.
  • Ability to learn other computer software programs as required.

Residency Requirement: Applicants must be residents of Larimer or Weld County at the time of hire, or be willing to establish residency within six months from the date of hire.


Compensation

Initial Hiring Range: $64,974 - $82,320

Expected Salary Range: $64,974 - $88,200

Training Range for Candidates with Unfulfilled Qualifications: $58,800 - $64,680

Reduced Work Schedule Pilot:
In 2023, Housing Catalyst launched a pilot program introducing reduced work schedules for participating employees, providing eight hours of paid time off per pay period. The initiative aims to foster employee engagement and assess the impact of increased flexibility on productivity. Eligibility is open to all 40-hour employees in good standing. Employees are expected to actively contribute to productivity improvements.
