Join the NVFS Family: We are looking to hire a Program Manager to join the NVFS Healthy Families team! As the Program Manager, you will perform complex and confidential administrative functions to assure program quality and operational efficiency in accordance with agency standards and Healthy Families America Best Practice Standards. As the Program Manager, you will plan, organize, implement, coordinate services of the program, exercise independent judgment and decision-making authority including budgets, policies, procedures, and staff supervision.

The starting salary ranges from the low to mid 70s.
In this role, you will:
Staff Supervision and Development:

  • Identify and fulfill staffing needs; work collaboratively with each staff member on talent development process to set job and development goals; approve timesheets, leave and reimbursement requests; and provide or arrange for ongoing staff training as needed.
  • Supervise program staff including regular individual and group staff meetings and case consultation; provide appropriate technical assistance and professional development support to direct report(s).

Client Service Delivery: In collaboration with the Program Supervisor(s) and partner agencies (HF Fairfax only):
  • In the Alexandria/Arlington/Prince William Programs, oversee client recruitment/referral system including the development and implementation of marketing plans, in order to meet program goals.
  • Oversee client flow from initial client calls through case assignment to termination, to promote efficient and effective client services and administrative procedures including adequate client record keeping and statistical reports.
  • Provide direct case work in the absence of direct service staff.

Database Management:
In collaboration with the Program Supervisor(s) and in Fairfax with County staff:
  • Ensure quality, accuracy and consistency in use of the Healthy Families Virginia State-wide database, including obtaining data to be submitted to NVFS for consolidation into the agency database. Ensure adequate training and technical assistance to staff on use of program database and related forms.
  • Oversee training tracking system for Healthy Families staff. Ensure staff is trained in accordance with Healthy Families America Best Practice Standards.
  • Conduct regular quality assurance checks to certify integrity of the overall data collection process and coordinate with Program Supervisors and other staff to address any necessary follow up action.

Compliance and Reporting Requirements:
  • Ensure that service delivery is performed according to and within the NVFS mission, policy/ statewide directive/ procedural directions/ case management model, and contractual/ licensing requirements, as needed.
  • In Alexandria/Arlington/Prince William Programs, oversee the preparation of narrative and statistical reports to the Agency and contract monitoring to measure program effectiveness. (HF Alex/Arl/PW only)
  • In the Fairfax Program, contribute to the preparation of narrative and statistical reports to the Agency and contract monitoring to measure program effectiveness. (HF Fairfax only)

Advocacy and Community Outreach:
  • In Alexandria/Arlington/Prince William Programs, in coordination with the Director, facilitate program Advisory Board meetings and other activities. (HF Alex/Arl/PW only)
  • Represent NVFS externally and participate in local/regional task forces and community partnership meetings as appropriate.
  • Keep apprised of legislative activity and developments which may impact the Agency's early childhood and family welfare program; provide education on early childhood and family welfare issues to community and government agencies and legislators, as needed.

Program and Resource Development:
  • In coordination with the Director, identify issues that may affect staff, participants, community partners, and the fiscal integrity of the program and develop solution-focused proposals to address identified issues.
  • Develop or assist in the development of new program services.
  • Participate in program grant writing and revenue solicitations.

Financial, Program and Office Oversight
  • Assist in formulating the annual program budget and expend funds according to Agency and contract/state guidelines. Ensure that program operates within budgetary parameters established.
  • Provide leadership to staff to ensure smooth site operations.

Other
  • Participate in regular supervision with supervisor and provide regular updates.
  • Remain current on knowledge of standards and other program-related information.
  • Enter data for record keeping and reporting to meet relevant guidelines.

Supervisory Responsibilities (any of the following):
  • Program Supervisor(s)
  • Family Support Specialist
  • Family Resource Specialist
  • Program Assistant
  • May supervise, train, support, and/or collaborate with volunteer(s) and/or intern(s).

Your Background:We understand that you may obtain skills through a variety of professional, personal, educational, and volunteer experiences. The requirements listed below are representative of the knowledge, skills, and/or abilities required to perform essential job duties.
  • Education requirements:

    • Master's degree in Public Health or Human Services Administration or fields related to working with children and families; OR
    • Bachelor's degree in these fields with three (3) years relevant experience; OR
    • Less than a Bachelor's degree but with commensurate HFA experience.

  • Infant mental health endorsement preferred.
  • A solid understanding of and experience managing diverse staff with humility.
  • Administrative experience in human service or related field including experience in quality assurance and continuous quality improvement.
  • Willingness to engage in building reflective practice (e.g., capacity for introspection, communicating awareness of self in relation to others, recognizing the value of supervision, etc.).
  • Strong writing skills.
  • Oral and written fluency in English required. Additional language skills always welcome.
  • Proficiency in usage of basic technological tools including laptops/computers, email, phones, and internet required. Working knowledge of Microsoft Office Suite required.
  • Must be able to demonstrate and live the organizational values of Communication, Integrity, Respect, Collaboration, and Accountability.

Additional Requirements:
  • Successful completion of background checks required
  • TB testing, results required upon hire and conducted yearly
  • Physical examination, results required upon hire and conducted yearly
  • Must have reliable transportation to conduct client home visits as needed and visit other designated community locations
  • May be called upon to work beyond normal working hours
