Duties
• Ensure that services are provided that identify, intervene, assess, respond, refer, & prevent family violence, abusive behavior, & Problematic Sexual Behaviors in Children & Youth (PSB-CY) through professional assistance to include victim advocate services & New Parent Support Program Services.
• Serve as the command expert/advisor on FAP related issues, program requirements/priorities, prevention/educations methodology & strategies, program coordination, communication of increased risk, continuous evaluation of program policy guidelines, & effectiveness of programming.
• Provide program oversight to ensure that a comprehensive program for the assessment, intervention, & prevention of family violence is available. Responsible for overseeing proper integration of the roles & responsibilities of the entire staff to ensure program compliance with all relevant DoD and DoN instructions, Marine Corps Orders, & Base Regulations. Ensure quality control & day-to-day supervision of FAP program elements: Victim Advocacy, Prevention and Education, New Parent Support, Clinical Services, Case Management, & administrative duties. Ensure adequately trained providers in sufficient numbers are available to conduct intake assessments & provide comprehensive services. Assign work based on priorities, difficulty of assignments, & the capabilities of employees.
• Ensure a 24-hour response program is established & executed. Report allegations of abuse in accordance with (IAW) policy. Report fatalities to higher headquarters IAW policy. Issue FAP guidance for sexual assault incidences in collaboration with the installation Sexual Assault and Response Coordinator. Develop & maintain the Coordinated Community Response (CCR). Ensure FAP services are available on the installation or in the adjacent community to meet the needs of the installation.
• Serve as the FAP representative on the Incident Determination Committee (IDC). Ensure all cases brought forth to the IDC are entered into the Marine Corps central registry. Ensure the Incident Status Determinations (ISD) are recorded and processed correctly.
• Serve as an expert member of the Family Advocacy Committee (FAC) &of the tracking team. Coordinate crisis intervention & actions to protect victims & other family members and ensures that FAP makes information about resources & services available to victims.
• Coordinate FAP prevention/education with installation agencies to ensure trainings meet policy.
• In coordination with the Public Affairs Officer, implements marketing plan to enhance public relations, distribution of marketing material to educate the military community of FAP services, resources, & reporting requirements.
• Serve as the chair/co-chair of the multi-disciplinary team for PSB-CY to include preparing intervention & safety planning based upon the clinical assessment.
• Coordinate appropriate MOU with civilian agencies to include child welfare services & law enforcement to ensure that notification of child abuse & domestic abuse reports is shared across agencies.
Responsible for appointing a tier III supervisor to the clinical supervision of staff who specialize in methods to prevent and/or respond to intimate partner abuse, child abuse/neglect, & PSB-CY. Responsible for appointing a tier III clinical counselor to the clinical supervision of a tier I clinical counselor. Ensure a plan of supervision is in place to include weekly supervision & review of documentation. Ensure that appropriate intervention, safety precautions, & support is provided when individuals &/or families are determined to be involved in or at risk of any of these situations. Develop procedures for validating staff clinical competence to meet state licensing requirements. Must be alert to substance abuse & take appropriate action. Exercise analytical ability, judgment, discretion, & apply a thorough knowledge of management principles, practices, methods, & techniques to continuously analyze accuracy of planning processes & procedures to recommend improvements.
• Respond to audit requests for information to brief executive level personnel. Formulate, administer, & monitor the operating budget. Identify cost centers. Ensure budgetary objectives are met. Monitor expenses. Take corrective action when budget variances occur. Compute financial data & statistics to prepare reports & forecast budgets for execution, & short- and long-range plans.
• Analyze profit & loss statements to identify discrepancies, needs, opportunities, & efficiencies to operate more effectively. Compare current & historical data to determine trends & anticipate future requirements.
• Performs other related duties as assigned.

EVALUATIONS:
Qualifications
• IAW Department of Defense Instruction (DoDI) 6400.01 FAP Managers must have at a minimum:
o A Masters or Doctoral level human service and/or mental health professional degree from an accredited university or college.
o The highest licensure in good standing by a state or national regulatory board in either social work, psychology, or marriage and family therapy that authorizes independent clinical practice. Must provide a photocopy of licensure with their application.
o Five years post licensure experience in child abuse and domestic abuse counseling or treatment.
o Three years experience supervising clinicians in a clinical program.
• Must be able to meet credentialing standards as a Tier III in accordance with Secretary of Navy Instruction 1754.7A.
• IAW DoDI 1402.5, FAP personnel who provide services to children under 18 years of age will be subject to a favorable Tier 1 Childcare (CNACI) investigation and complete a State Criminal History Repository Check every five years in order to protect the health, safety, and well-being of children. Personnel must also undergo an installation records check (IRC), be subject to the additional requirements of the Tier 1 Childcare check (CNACI) and the criteria for presumptive and automatic disqualification as specified in section 3 of DoDI 1402.5. IAW DoD Manual 6400.01 Volume I, clinicians providing direct services to children, youth, and families impacted by PSB-CY must have one year experience in or obtain, within 1 year of employment, training in all of the following: PSB-CY, child and adolescent development, and trauma-informed care.
• Must possess and maintain a valid driver's license.
• This is a white-collar position where occasional lifting up to 20 lbs may be required.
Due to the nature of work in this position, the incumbent may serve in an on call duty status outside of normal work hours that includes remain in a reasonable call back radius, carry a cell phone or regularly checking email to respond to emergencies, remain in a state of readiness to perform work with limitations on pursuing outside leisure activities, and/or report to a designated post of duty to be ready to or to perform work
