**THIS POSITION IS PENDING HRD APPROVAL**
The Associate Governmental Program Analyst (AGPA) works under the direction of the Staff Services Manager I (SSMI) Supervisor and serves as both the Division Grants Coordinator and the Maddy EMS Fund Coordinator for the EMS Quality and Planning Division. As a highly independent analyst the AGPA performs the more complex, technical, and analytical grant/contract management responsibilities and may serve as lead for one or more grant awards or contracts. The AGPA provides oversight and accountability for all federal, state, and local grant activities, and for the Maddy EMS Fund reporting using statutory and regulatory authority.
The AGPA provides specific knowledge of principles and practices of grant administration, grant application processes, and budget planning for grant funded projects. AGPA will be responsible for providing oversight and maintenance of all grants from the Pre-Award Phase through Post Award implementation, reporting and closeout, ensuring compliance with all grant requirements.
The AGPA will coordinate submission of Maddy EMS Fund reports from counties with established Maddy EMS Funds and prepare an annual report to the appropriate policy and fiscal committees of the State Legislature.
The AGPA applies principles and practices of grant administration for all public and private grants in accordance with department policies and procedures for the EMS Quality and Planning Division. Serves as the liaison to all grant providers and works with EMSA management and program staff in planning and preparing grant applications, budgets, reports, and other documents as required. Responsible for all aspects of local assistance grants and provides technical assistance to local EMS agencies to ensure compliance with grant budget and deliverables. Provides assistance to management and staff regarding required grant reporting. Develops, implements, and maintains a tracking system to monitor and evaluate grant activities and Maddy EMS Fund annual reports from counties to ensure receipt within statutorily required deadlines.
Must be knowledgeable in the use of Microsoft Office 365, SharePoint, Monday.com, Adobe Acrobat, and other software programs related to the position.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Regulatory Compliance Expertise: Proven ability to ensure statutory and regulatory compliance in healthcare or emergency medical services (EMS) settings. Experience in developing, implementing, and evaluating activities and tracking systems to monitor and assess compliance with statutory and regulatory requirements.
2. Grant Management and Reporting: Demonstrated expertise in managing grants, particularly Federal Block Grants. Capable of developing annual grant objectives and activities, as well as completing all grant-related reporting requirements accurately and timely. Experience in ensuring Federal Block Grant Policies and Procedures are upheld.
