Job description

Winters Fire Department is looking for a highly motivated and teamwork-oriented individual to serve as the Volunteer Recruitment and Retention Coordinator . This is a limited term Grant Funded position through November 2027, which will work under general supervision of the Fire Chief. The core responsibility of this position is to coordinate the overall volunteer program for the Winters Fire Department to enable the recruitment and retention of emergency service volunteers. They will also assist with volunteer training and public education programs, and performs related work as required.Duties may include, but are not limited to, the following:

  1. Manages the development of a long-range citywide comprehensive plan enhancement and use of volunteers for delivery of emergency services.
  2. Provides pertinent information to promote the volunteer program; responds to inquiries regarding the volunteer program, both verbally and written.
  3. Contacts prospective volunteers and conducts interviews to obtain necessary data.
  4. Develops relationships with local schools, businesses, industries, and other outside agencies to facilitate recruitment and retention efforts.
  5. Schedules recruiting appointments, presentations, speaking engagements, and public workshops to reach potential volunteers and to share the fire and life safety messages of the department.
  6. Maintains a current database of available individuals for referral to various fire department jobs. Maintains a database of all fire volunteers and provides statistical information to agencies as needed.
  7. Promotes, plans, and co-sponsors local events which encourage and/or recognize volunteerism.
  8. Assists in the orientation and training program for new volunteers and assists in other training programs designed to retain volunteer fire/rescue personnel.
  9. Assists the department staff in identifying and writing grants for alternative funding opportunities to support special projects.
  10. Responsible for developing, producing and enhancing public relations materials.
  11. Develops printed materials that explain the fire department and their mission and activities and ensures that these materials are available for distribution by the volunteer agencies and in public facilities throughout the community.
  12. Attends various meetings, serves on committees, and makes speeches or presentations as needed.
  13. Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  14. Assists with preparation and administration of the recruitment and retention budget.
  15. Provides quarterly and annual reports on recruitment and retention efforts to department staff.
  16. May be called upon to respond and work at incidents requiring firefighting, emergency medical care, specialized rescue, and hazardous material emergencies. Activities include driving/operation fire apparatus.
  17. Oversees the implementation of new programs and continuation of the Fire Cadet Program.
  18. Plans and oversees appreciation events for the volunteers, and other programs as needed.
  19. Develops, implements and maintains sampling opportunities for prospective volunteers.
  20. Develops, implements and maintains non-operational support volunteer program.
  21. Develops, implements and maintains Family Support programs.
  22. Develops, implements and maintains a mentorship program for volunteer staff.
  23. Ensures the Health and Safety of volunteer staff as needed.
  24. Ensures training requirements are being met by volunteer staff.
  25. Performs related tasks as required.
  26. Responds to fires, emergency rescue, first aid, fire alarms, natural and manmade disasters, and public assist service calls.
EDUCATION/EXPERIENCE:
Any combination equivalent to experience and education that would likely provide the required knowledge and ability would be qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
Education equivalent to a two-year (Associate) degree from an accredited college/university with major course work in management, communications, business, psychology, public administration, human resources or related field or any equivalent combination of experience and training which provides the requested knowledge, skills, and abilities.
Experience:
Experience in working with volunteer organizations or experience in volunteer work preferred.
Licenses, Certificates and/or Other Requirements
A valid Class C California Drivers License (or higher), and a satisfactory driving record are conditions of initial and continued employment.

Bi-LingualWork is conducted in a fire station and in the field in various settings. Regular contact with external civic and volunteer organizations; volunteer firefighters; school division staff and various government agencies for the purpose of instruction and dissemination of information is required. May be exposed to potentially hazardous physical stress, fire, adverse weather and hazardous substances, loud noise.
