SCOPE OF WORK. The scope of this contract is to provide non-personal Clinical Studies Grant Management Specialist support services to the Client of WBAMC at Ft. Bliss, TX. The objective is to provide support for the Clinical Investigation Program, the DoD Technology Transfer (T2), Client research administrative and oversight mission, as conducted at WBAMC and other medical facilities supported by the WBAMC Client. The objective is also to coordinate collaborative research that advances medical care in ways that impact the active duty, dependent and retiree populations while actively collaborating with civilian and academic partners.
2.1. The contractor shall provide qualified personnel to provide Grant Management Specialist support services to satisfy the overall operational objectives of the Department of Clinical Investigation, William Beaumont Army Medical Center, Fort Bliss, TX as required by this performance work statement and in accordance with the terms and conditions of the contract.
2.2. This contract is a non-personal services contract under which the personnel rendering the services are not subject, wither by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the government and its employees.

Tasks:
4.1. Grant Management Specialist
4.1.1. Conduct analysis of potential sources of grants and other similar forms of extramural funding to finance forecasted and existing biomedical study projects of WBAMC.
4.1.2. Market and promote WBAMC biomedical study capabilities with granting agencies, institutions, industries and foundations using the information provided in the analysis and capitalizing on windows of opportunity as they arise.
4.1.3. Provide support in establishing and maintaining systems, which will assist in matching granting agencies, industries, institutions, and foundations with WBAMCs biomedical investigations program objectives.
4.1.4. Train WBAMC investigators in the fundamentals of obtaining biomedical research funding and performing biomedical studies in conjunction with a nongovernmental entity. Training shall include how to gather information and how to fill out necessary forms to support investigator's biomedical investigation proposal, documentation of collaboration, financial ethics, and standard clinical investigation business practices. Training locations will vary, depending on the number of individuals at each location.
4.1.5. Provide training on a yearly basis, unless otherwise requested, to new privileged Biomedical Study Investigators employed at WBAMC.
4.1.6. Provide training on a quarterly basis, unless otherwise requested, to the Principal Investigators (PI) and other biomedical study personnel of newly funded projects.
4.1.7. Provide support to WBAMC (PI) for biomedical studies proposal strategy planning, grant proposal preparation and grant administration.
4.1.8. Provide support the (PI), as needed, in obtaining the necessary clearances, approvals needed to obtain external funding, and the administrative support to maintain such clearances and approvals.
4.1.9. Process, track and report on biomedical research funding documents as needed to obtain funding to support the objectives of biomedical research projects and the mission and goals of the WBAMC Client.
4.1.10. Provide status reports to the section POC and COR on a weekly, monthly and annual basis. The annual status report shall be based on the cumulative tasks and support provided during the fiscal year. Skill set info 4.3 Qualifications. Duties will include knowledge of laws, regulations, rules, policies, procedures, and methods governing the administration of Federal grants, cooperative agreements, and awards. Other potential candidates include individuals with research administration, financial or paralegal background with several years of experience in their field. Minimum Qualifications include:
4.3.1 Must possess and understanding of the history, structure, objectives, programs and financial needs of a military research organization.
4.3.2 Must have an understanding of research grant opportunities from government and nongovernment agencies.
4.3.3 Knowledge of the biomedical investigations environment and the biomedical study approval.
4.3.4 Knowledge of the clinical study enterprise, the DoD technology transfer enterprise, grants policies and procedures, to include the ability to interpret and apply biomedical investigation regulations in an Army Medical Center setting.
4.3.5 Thorough knowledge of medical and scientific terminology.
4.3.6 Knowledge of biomedical studies administration governing authorities, process, function and associated terminology.
4.3.7 Knowledgeable and skilled in using word-processing and database programs.
4.3.8 Knowledge of an extensive number of formats, forms and typing policies.4.5 Experience:
4.5.1 Must have at least five or more years of experience drafting research grant proposals and supporting documents based on the funding requirements of the military organization.
4.5.2 Must have experience submitting research grant proposals to grant coordinators for approval.
4.5.3 Must have experience responding to internal and external queries on drafted and submitted proposals.
4.5.4 Must have experience maintaining positive relationships with fund providers and other military research stakeholders.
4.5.5 Must have experience maintaining records and submitting reports related to grant opportunities within and outside the U.S. Military
4.5.6 Must have at least five years of experience conducting scientific research within a U.S. Military.
4.5.7 Knowledge of biomedical study proposals, execution, coordination and investigational protocol writing.
4.5.8 Minimum five (5) or more years of budget preparation, execution and business or legal administration experience. At least two (2) years of this experience should be within the last five (5) years.
4.5.9 Experience with computers, to include ability to use Microsoft Word and Excel. Experience with Quickbooks is a plus.
4.5.10 Experience with drafting collaborative agreements, addressing cooperative study legal and policy requirements, and coordinating multilevel review of such agreements within a military medical treatment facility.
4.5.11 Knowledge of the biomedical research environment and the biomedical research approval requirements and process.
4.5.12 Knowledge of the clinical investigation enterprise, clinical investigation policies and procedures, to include the ability to interpret and apply biomedical investigation regulations in an Army Medical Center setting.
4.5.13 Knowledge of biomedical research administration governing authorities, process, function and associated terminology.
4.5.14 Ability to operate fax machines, copier machines, scanners, etc.
4.5.15 Extensive knowledge and ability to type and utilize a personal computer, including ability to use Internet and various word processing, spreadsheet, database, and graphics programs (MS Outlook, Word, Access, Excel, PowerPoint, etc.) Ability to perform data entry accurately, update and retrieve reports, create and modify spreadsheets, memoranda, logs, rosters, graphs, and charts.
4.5.16 Ability to make oral and written reports, presentations; prepare graphs and charts clearly, concisely and effectively to support all of the administration operations.
4.5.17 The Contractor shall attend training workshops as needed in the performance of assigned tasks. Workshops are only permitted when the subject is unique to a research study currently being conducted. Workshops designed to "improve employee performance" or for other, similar reasons are not authorized. Travel will be reimbursed in accordance with FAR 31.205-46. Education 4.4 Education: At a minimum, must possess a Master's degree or PhD and have demonstrated the ability to publish scientific manuscripts related to the U.S. Military.
