QUALIFICATIONS:

Bachelor’s Degree in Accounting, Business or Public Administration or related field including 2 years’ experience in grant budgeting, accounting, and reporting
Knowledge of: Generally accepted accounting principles; monthly DBHDS federal reimbursement process; grant budgets; reimbursement invoices to various state and local agencies; medical billing software system and communications (written, oral, and interpersonal).
Skill (s) in: Adhering to financial policies and procedures related to auditing, cost accounting, budgeting, procurement, reimbursement, and record keeping; utilizing an automated accounting system; problem solving; employee supervision; public/human relations; communications (written, oral, and interpersonal); and making presentations (oral and written)
Ability (ies) to: Maintain fiscal records accurately, neatly and in keeping with state and Board standards; track and monitor grant budgets; utilize an automated accounting system; develop and sustain effective working relationships with all types/levels of persons; effectively communicate orally and in writing; perform position duties and responsibilities with minimal supervision; exercise sound judgment; demonstrate initiative; maintain confidential information as warranted; and problem solve.

Responsibilities:

GENERAL STATEMENT OF RESPONSIBILITIES:

This FLSA Non-Exempt positions is responsible for assisting in the management of the agency’s grants. This position will support the financial aspects of grant budgeting, forecasting grant expenditures and tracking the fiscal status of each grant. Will provide assistance to program leadership in the application process, financial administration, and reporting for grants.
In carrying out position requirements, the incumbent reports to and receives supervision from the Director of Finance. The incumbent is required to demonstrate initiative, exercise sound judgment, and maintain confidentiality of information as warranted.

MAJOR DUTIES:

  • Works closely with the Director of Finance to complete the monthly DBHDS federal reimbursement process;
  • Responds to grant data requests and inquiries from internal and external audiences, including preparation of data analysis and generation of reports;
  • Reviews the DBHDS annual performance contract and Exhibit D’s to gain an understanding of the requirements applicable to each grant and/or funding source;
  • Works collaboratively with finance, Grants Management, and data management (Clinical QI Director and Data Coordinator) teams in order to ensure that personnel and/or service costs are assigned to the correct funding source;
  • Assists in ensuring compliance with grant requirements by providing clear communication of rules and regulations for grant specifications, objectives, and goals across departments of the organization and management;
  • Assists in monitoring Grants Management workflow processes and procedures and assists in the facilitation of continual improvement of the grant management process;
  • Generates reports from the medical billing software system (Credible) for use in the assignment of billing codes to the correct funding source(s) in reference to staff time;
  • Attends finance/grant meetings and works with managers and staff to assist in the implementation of the grant tracking process;
  • Assists in the renewal of ongoing funding streams;
  • Prepares and submits reimbursement invoices to various state and local agencies as identified by management team;
  • Tracks and monitors assigned grant budgets, including forecasting grant expenditures; and
  • Assists in maintaining budget and risk management records.
