Job Summary
Universal Community Health Center, a not-for-profit organization with multiple clinics operating as a Federally Qualified Health Center dedicated to serving low income and under-served families in the South Los Angeles and East Los Angeles areas. UCHC is a full service health care provider with primary care services for children, adolescents and adults. The Billing Liaison will be the primary contact for patient billing related issues and for our contracted Billing Company.
Requirements
Primary Responsibilities
- Serves as the primary department contact with customers (staff, contracted billing, and physicians).
- Reviews requests regarding billing edits with input from customers.
- Reviews escalated requests from AR Specialist, makes account corrections, or obtains input from customers for instructions to the AR Specialist.
- Processes credit charge credits and debits.
- Researches patient inquiries regarding services by confirming charges via medical records or direct contact with applicable customers.
- Responsible for research and secure payment for insurance accounts:
- Contact patients regarding insurance related issues
- Responsible for research and secure payment for patient balances:
- Submit final letters to delinquent accounts
- Answer incoming patient calls
- Provide support to the clinics as needed during patient care hours
- Collection calls to patients to collect past due balances
- Process credit card payments and post within the patient billing system
- Set up payment plans for patients
- Review statements to ensure accuracy
- Acts as a liaison between patient, practice and insurance carrier regarding complaints and problems
- Correct open encounters list from non-providers
- Monitor Sliding Fee Patients, call for non-compliance, or send letters with which documents are missing to complete the process.
- Train staff on most common errors
- Follow up on credit work queues to maintain the undistributed credits, process refunds and research incorrect adjustments or payments
- Other duties as assigned by Supervisor
Staff Development
- Attend and lead Eligibility training and meetings as needed.
- Arrange at least quarterly staff meetings to educate and train staff on changes or errors to improve workflow efficiencies.
- Provide staff training that was developed or arranged by the corporation.
- Seeks opportunity to collaborate with other agencies to increase patient census
- Other duties as assigned by the CEO, CMO, COO.
Qualifications
- Bilingual English and Spanish, required
- FQHC Billing Experience: 1-2 Years
- Customer Service 1 year experience in outreach or equivalent
- Basic computer skills, Intermediate computer skills preferred
- Requires excellent verbal and written communication skills and customer relations skills
- Knowledge about health care insurances required (i.e., Covered CA, Family PACT, Unmatched HWLA, CHDP)
- Requires excellent presentation skills and ability to develop clear and effective outreach materials
- Requires the ability to independently organize field activities.
- Must have excellent presentation/public speaking and organizational skills.
- Strong community network a required
- Must be flexible and able to multi-task while working in a collaborative, team environment with a positive attitude
- Willing to travel as deemed necessary
- Valid California Drivers License in good standing with DMV required; current liability insurance

Physical Requirement
- Physical effort which may include occasional light lifting to a 25 pound limit, and some bending, stooping or squatting. Considerable walking may be involved. The ability to sit or stand for extended periods of time is required.

Salary Description
$22 - $27/ Hour
