This team delivers essential services across USF's multiple campuses and locations that together total 11 sites, 1,646 acres, 350 buildings, and 12.8 million gross square feet. With responsibilities that include land use and planning, construction and development, maintenance and utilities, custodial and grounds services, parking and the Bull Runner bus system, environmental health and safety, university police, and emergency management; the OAS team has a wide-reaching impact that touches nearly every aspect of the University of South Florida community in support of the university's mission and strategic plan.
On USF's Tampa campus, the OAS team performs a broad scope of services that includes processing and completing over 45,000 work orders annually, providing custodial and maintenance services for 83 buildings totaling 4.5 million square feet, managing over 350 construction and renovation projects each year, providing utilities services for 350 buildings totaling 12.8 million square feet, maintaining 20,500 parking spaces across 93 surface lots and 4 garages, operation and maintenance of a fleet of 26 buses, and performing grounds care of 500 acres of space. The Fire Safety Section (FSS) within USF's Environmental Health and Safety Department safeguards lives and property by maintaining and inspecting Fire Safety systems (alarms, sprinklers, extinguishers) to NFPA and Florida Fire Prevention Code standards. FSS also inspects and maintains emergency egress lighting and exit signs. POSITION SUMMARY: Position oversees and is responsible for the management of fire prevention, fire code compliance, as well as the inspection, testing, maintenance and repair of fire extinguishers, exit lighting, and emergency lighting in order to protect students, employees and visitors from the dangers of fire while at University facilities.
RESPONSIBILITIES: Point of contact for the State Fire Marshal's building inspection program at USF. a) Scheduled/unscheduled fire and life safety inspections of all USF buildings. b) Tracks/reports/assists with timely development/implementation of required corrective actions for code violations.
c) Determines methods/procedures for controlling/eliminating fire and life safety hazards. Develops, implements and maintains Pre/Post-inspection programs to reduce/correct fire code violations. a) Identify and correct violations before the State Fire Marshal (SFM) cites the University.
b) Prioritizes violations for correction after SFM citations. Oversees the inspection, testing, maintenance, and repair of fire/life safety systems including, but not limited to, fire extinguishers, exit lighting, and emergency lighting. a) Develops and maintains inspection, testing, and maintenance schedules for the systems listed above.
b) Maintains adequately trained staffing to complete inspection, testing, maintenance, and repair work. c) Schedules other vendors, as necessary, to complete inspection, testing, maintenance, and repair work. Supervision and training.
a) Supervises Assistant Manager, fire extinguisher, and exit/emergency lighting technicians, schedules and monitors their day to day work in FAMIS. Dispatches technicians to reported problems. Provides opportunities for additional training to technicians.
Approves overtime, timesheets, on-call sheets, etc. b) Manages the Fire Safety training programs for University students, faculty, and staff. Develops and maintains appropriate on-line/in-person training for various USF audiences.
Schedules in-person and special event training sessions as requested/desired. c)Evaluates training effectiveness and modifies training as needed to achieve desired results. Performs other duties as assigned.
POSITION QUALIFICATIONS: MINIMUM: This position requires a Bachelor's degree and five years of experience in safety or research compliance; or a Master's degree and three years of experience in safety or research compliance. Progressively responsible experience involving safety or research compliance may be substituted on a year for year basis for the required education. Certification in a specialized safety compliance area may substitute for a year of experience.
PREFERRED: Proficient in Florida Fire Prevention Code and National Fire Protection Code. Certified Fire Inspector I or II. Experience being a team member of or managing a successful Fire Safety program, preferably in an academic setting.
Ability to manage contracted vendors, and knowledge of maintenance processes. Experience working with State of Florida Fire Marshal personnel and/or similar regulatory agencies. SPECIAL SKILLS/TRAINING: Experience complying with and implementing provisions of the Florida Fire Prevention Code, Florida Building Code, National Fire Protection Association standards and University policies related to fire/life safety, building codes, personnel management/development, and the inspection, testing, and maintenance of Fire Safety systems including, but not limited to, fire extinguishers, exit lighting, emergency lighting, and experience working with the Authority Having Jurisdiction (AHJ).
