Position Statement
The IDNR Wildlife Division provides leadership in the restoration, management and protection of wildlife populations and their habitats, in accordance with the North American Model of Wildlife Conservation. To carry out this mission we adhere to the following goals: 1. Restore, manage, and/or protect wildlife to ensure viable populations, provide compatible recreational opportunities, and reduce negative interactions with people. 2. Restore, manage, and protect wildlife habitats to ensure wildlife integrations with people. 3. Increase customer service with current constituents while working toward expanding the State's customer base. Continue to inform Illinoisans about handling human-wildlife conflicts, private land management, and how IDNR manages wildlife populations.
Job Responsibilities
1. As administrative secretary to the Division Chief, establishes guidelines and procedures to monitor incoming/outgoing assignments to Division Chief and assignments to subordinate professional staff to appraise Division Chief of time sensitive issues including budgetary, legislative, and administrative rule processes:
  • Screens and distributes mail received in a variety of formats.
  • Tracks assignments and provides follow-up.
  • Compiles and assembles data and responses from Division-level assignments and queries.
  • Provides guidance and support to Division administrators and administrative staff and helps them navigate agency processes.

2. As administrative secretary to the Division Chief, administers the Division's budget:
  • Monitors the preparation and expenditure of annual budget.
  • Prepares and analyzes quarterly budget status reports for operational lines.
  • Advises Division Chief of anticipated surpluses or deficits.
  • Prepares special status reports.
  • Prepares quarterly reports of accumulated overtime balances for personal services.

3. Maintains accurate, current, and continuous records of Division property inventory:
  • Prepares receives and affixes property control tags for new items.
  • Prepares transfer receipts.
  • Performs annual physical inventory and reconciles inventory report.

4. Explains policies, procedures, and programs in response to inquiries from the general public and various office personnel or routes to appropriate staff for response:
  • Reviews correspondence for Division Chief's signature for completeness of content, incorporation of Division, Office and/or Agency positions, accuracy of spelling, grammar, punctuation, etc.
  • Answers questions and provides information on procedures, regulations, rules and methods of the Division, Office and/or Department.
  • Composes a variety of correspondence, reports and memoranda, some of a confidential nature
  • Signs supervisors name

5. Maintains supervisor's files, some of a confidential/sensitive nature to include receiving, preparing, and filing material:
  • Retrieves documents from files and verifies their return.
  • Maintains a variety of manuals pertinent to Division Administration including Administrative Rules Manual, Timekeeping Handbooks, and Conservation Law Manual.
  • Receives revisions to manuals and confirms data is maintained in an updated fashion.

6. Makes, revises and/or cancels appointments for and with supervisor:
  • Meets and greets visitors which include other state or federal agency administrators.
  • Independently responds to a variety of verbal and/or written inquiries /requests and makes referrals to supervisor or other appropriate staff.
  • Schedules all travel and makes arrangements for supervisor.
  • Maintains file of previous accommodations, rates, and key contact personnel.

7. Serves as Division Liaison with other agency personnel:
  • Represents the Division with ORC Operations Section and on various ad hoc assignments.
  • Assists task force groups within the Office of Resource Conservation and with other Offices within the Agency including transition committees and training committees.
  • Takes notes, prepares minutes and progress reports; distributes results to affected staff.

8. Serves as timekeeper for Wildlife and other ORC staff:
  • Reviews official leave requests for completeness and proper signatures
  • Notifies supervisors if additional information is required.
  • Records all entries on employee timesheet in compliance with the Departments Timekeeping Handbook Procedures
  • Collects data for annual GAAP report and completes report for supervisor's review and approval.

9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of two years of secretarial or business college and two years of secretarial experience or completion of high school and four years of secretarial experience.
2. Requires ability to type accurately at a rate of 55 wpm.
Qualifying state employees in the employee Upward Mobility Program may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
Preferred Qualifications
1. Two (2) years of knowledge and experience of office management principles.
2. Two (2) years of experience tracking budgets
3. Two (2) years of knowledge and experience with common software including spreadsheets and databases.
