Salary: Starting at$5,265.00 monthly, commensurate with experience.
Overview:
Performs complex and difficult functions in planning, organizing, directing and coordinating the Budget Division on a statewide basis and advises the Department management staff in the area of fiscal management. Is responsible for fiscal operations, procurement, contractual employees, travel, ensuring proper inventory of printed materials and commodities and operation of equipment utilized by the Department through assistance of subordinate staff; participates in developing major policies affecting the administration of the department. Serves as the liaison between the Director Staff and the Budget Department, other divisions, other departments, various contractual vendors, other State Agencies, etc.
Duties and Responsibilities:
  • Exercises managerial responsibilities by researching and reviewing activities and existing reports of the Department to recommend and propose new and improved budgetary projections; prepares complex spreadsheets and reports of actual and projected expenditures and identifies changes to improve efficiency and reduce cost within the Department.
  • Supervises subordinate professional staff engaged in fiscal and accounting maintenance, procurement and inventory. Oversees the daily operations of the Budget Division, submits attendance, assigns daily work, reviews and approves processed work, answers questions relating to contracts and is responsible for ensuring all contractual and procurement rules and regulations are followed and adhered to. Establishes work standards, evaluates subordinate employees and recommend personnel actions affecting staff.
  • Provides oversight of the daily operations of the Budget Division, submits attendance, monitors daily work, reviews and approves processed work, answers questions relating to contracts and is responsible for ensuring all contractual and procurement rules and regulations are followed and adhered to. Establishes work standards and may recommend personnel actions affecting staff.
  • Assist in directing management and supervisory staff in the statewide implementation of the Vehicle Services Department budget, including, but not limited to, usage of printed materials and commodities, addressing personnel and division requests and ensuring equipment remains operational and needs are met. Confers regularly with other management, administrative and professional staff to coordinate and implement resolutions to administrative issues affecting the Department.
  • As the program manager, plans, directs, organizes and evaluates complex and difficult accounting functions on a statewide basis for the Vehicle Services Department including annual budget submission, accounting system, various fiscal reports, printed materials inventory, cost studies and submission of reports to the Director's staff and other related departments.
  • Prepares and submits monthly expenditure reports and other reports throughout the year, ensures responses to the annual sticker and plate inventory audit and any other audit requests, completes and submits responses to Court of Claims and submits changes to petty cash/change funds to the Budget Department.
  • Is crossed trained and serves as backup for all Budget Division positions and aspects of the Fiscal Office.
  • Performs other related duties as required or assigned.

  • Requires thorough knowledge of the principles and practices of public and business administration.
  • Requires extensive knowledge of the functions and organization of State government.
  • Requires extensive knowledge of the principles of business accounting, program budgeting, personnel management and statistics.
  • Requires working knowledge of data processing business applications.
  • Requires ability to develop and manage a complex or multiple statewide programs.
  • Requires ability to analyze administrative problems and adopt an effective course of action.
  • Requires ability to develop, install and evaluate new and revised methods, procedures and performance standards.
  • Requires ability to exercise judgment and discretion in implementing and interpreting departmental policies and procedures.
  • Requires ability to estimate and budget for future needs and cost for personnel, space, equipment, supplies and services.
  • Requires ability to develop and maintain cooperative working relationships with other managerial, administrative, supervisory or professional staff.
  • Requires willingness to travel and possession of a valid Illinois driver's license as required by individual positions within the class.

Education and Work Experience:
Requires knowledge, skill and mental development equivalent to the completion of four years of college, with coursework in public or business administration AND four years of managerial experience in a public or business organization.
