SPECIAL INTERNAL / EXTERNAL
TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties
Under the general supervision of the Assistant Superintendent of the Office of Curriculum and Instructional Design, the Executive Assistant:
  1. Operational Management: Assist and support the AS in the day-to-day administration, direction and management of the OCID in the areas of fiscal/budget, human resources, facilities, and safety. Ensure the development, monitoring, tracking, and management of the fiscal/budget for efficient and appropriate use of funds to meet fiscal deadlines to meet program requirements and goals. Review procurement contracts for compliance to Department and state requirements, and assist branches as needed. Track positions and work with the Office of Fiscal Services and Office of Talent Management to request and fill OCID positions in a timely manner and assist to address personnel issues. Provide oversight of the Administrative Services Assistant to manage facility matters, including daily maintenance of the building and grounds, repairs, inspections, equipment and furniture, space planning, and addressing needs that arise. Work in collaboration with the Office of Student Support Services and the Office of Facilities and Operations on safety matters. Ensure the safety plan is up to date, and review with the OCID staff regularly, including on-site drills. Ensure all employees provide documentation to indicate they are knowledgeable of the Opening School Packet and view all required videos.
  2. Communication and Collaboration: Facilitate effective communication within the OCID branches, other state offices, education agencies, community partners, and stakeholders. Respond appropriately to inquiries in a timely manner. Prepare and review reports, presentations, and documents tailored for both internal and external use, ensuring clarity and coherence in conveying critical information. Work in collaboration with other state offices and Executive Assistants on new and ongoing projects to support complex areas and schools. Assist with OCID administrator and full staff meetings to keep branches and sections abreast of current information; provide training and professional learning; plan forward, discuss issues; problem solve; and build a positive, supportive and welcoming work culture for all OCID team members to successfully fulfill duties and responsibilities.
  3. Research, Analysis and Development: Research, review, critique, and analyze reports and other products to be distributed to the field, federal government, BOE, Legislature, etc., to ensure accurate and appropriate representation of the OCID. Conduct research and executive analysis of data and information obtained in order to be abreast of student achievement and key student data points; progress of OCID programs; progress of state strategic goals and direction; educational trends, and respond to BOE requests and concerns. Provide data-informed recommendations for decision making.
  4. Policy Alignment and Accountability: Keep abreast of programs, policy changes, and administrative directives and ensure that organizational activities are conducted in accordance with departmental and federal requirements. Make recommendations for policy and directive changes, as appropriate to meet Department, BOE and student goals. Focus on the state strategic plan for goals and actions assigned to OCID, effectively providing oversight in partnership with OCID Directors for planning, implementing, monitoring, and making adjustments to meet targets on time. Serve as the OCID Legislative Liaison to facilitate and review legislative bills, testimonies, reports, and responses to inquiries for AS review and action.
  5. Strategic Leadership: In the absence of the AS, responds to communication on behalf of the AS in a timely and effective manner. Strategically and systemically adapt to and shape change. Foster a positive work culture that encourages and supports collaboration, effective habits of mind, innovation, and promotes continuous improvement and learning. Model reflection and integrity in decision-making processes, handle confidential information discreetly, and regularly examine actions to continuously improve while maintaining high ethical standards. Work in close collaboration with the AS and OCID directors.
  6. Performs other related duties as assigned.

Minimum Qualifications
Education: Graduation from an accredited college or university with master's degree in education with specialization in educational administration or any other area of education which included coursework in educational administration.
Education Substitution: Graduation from an accredited college or university with a bachelor's degree in education plus two (2) years of additional relevant professional experience.
Experience: Nine (9) years of responsible professional work experience in education of which four (4) years shall have been in teaching and five (5) years in curriculum or planning as appropriate, of which two (2) years shall have involved the supervision of professional personnel.
Desired Experience: Nine (9) years of job-related professional experience in the specialized area of responsibility or closely-related fields including five (5) years of teaching and 2 (two) years in the administration of Curriculum or program development.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge: Foundations of Curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; instructional methods, materials and evaluation; media and Instructional development; information systems in education; systems approach to educational management; characteristics and needs of exceptional individuals; laws, rules, regulations and administrative procedures pertinent to the areas of assignment; principles and practices of supervision and management; research developments, trends and current issues or problems pertinent to the areas of assignment.
Desired Knowledge: Principles and practices of administration; educational program goals and objectives; Curriculum and Instructional program development methods and techniques; principles and practices of public relations and budget preparation.
Ability to: Assist in the administration of programs of instructional and student services; deal effectively with federal, state, county and departmental officials to accomplish program goals and objectives; communicate effectively with others both orally and in writing; operate computer and other business machines.
Desired Ability to: Plan, organize and implement assistance to the Assistant Superintendent in the conduct of administrative functions through attending to administrative details, analysis and liaison; provide technical assistance and guidance in Curriculum and Instructional program development; analyze programs; and present and explain budgets to others.
Supplemental Information
SALARY RANGE: EOSR-10, $121,649 to $172,209.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $121,649.
NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
