SPECIAL INTERNAL / EXTERNAL
TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties
Under the general supervision of the Assistant Superintendent of the Office of Facilities and Operations, the OFO Executive Assistant:
1. Assists and supports the Assistant Superintendent (AS) in the day-to-day administration, direction, and management of the Office of Facilities and Operations (OFO), providing leadership for (a) the effective fiscal management, administration, operations, legislative coordination, communication, and program support for the office and (b) the development of strategies and processes related to OFO alignment with the Department's strategies and initiatives.
2. Advises, supports and assists the AS in the fiscal review, management, and oversight of OFO's operational, capital, and special budgets. Provides leadership and guidance in maximizing the use of program funds to support Facilities and Operations at all levels of the department. Conducts research and executive analysis of data and information obtained to provide oversight, coordination, review and/or preparation of testimony, reports, and presentations to the legislature and other governing bodies (e.g., BOE, cabinet, etc.).
3. Provides leadership and oversight in developing documents and tools for implementing financial and accounting programs and systems relating to Facilities and Operations. Formulates and uses management oversight in areas of staff utilization, operational strategies, selection of personnel for positions and performance evaluation. Develops operations priorities and program needs that are accomplished through staff involvement. Reviews, critiques and ensures staff accountability for all reports and documents prepared by staff.
4. Reviews various requests and projects undertaken by the office, and cooperates in the coordination with other institutions and agencies. Keeps abreast of new programs, national best practices, research studies that support the direction taken by OFO and dissemination of information to staff and the field, as appropriate. Keeps abreast of DOE programs, policy changes, and administrative directives and ensures that organizational activities are conducted in accordance with departmental requirements to make recommendations for policy and directive changes, as appropriate.
5. Represents the Department as assigned in community groups and organizations. Serves on task forces and other committees and attends meetings as requested/required. Represents the Assistant Superintendent at functions and meetings as required. Serves in place of and assumes the duties and responsibilities of the Assistant Superintendent in his/her absence on all matters regarding business and fiscal matters.
6. Performs other related duties as required or assigned.
Minimum Qualifications
Education: Graduation from an accredited college or university with a bachelor's degree in arts and sciences, business administration or education which included course work in effective communication, public administration and American Society.
Desired Education: Graduation from an accredited college or university with a master's degree in business administration, accounting, or related field.
Experience: Nine (9) years of responsible professional work experience in public or business administration of which four (4) years shall have been in an education program, agency or system.
Desired Experience: Professional work experience with federal and legislative funding and operational and capital budgets including two (2) years of supervision of professional staff in budgeting or related functions.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
License/Certificate: Valid license to operate a motor vehicle in the State of Hawaii.
Knowledge: American institutions and contemporary issues; expository writing; principles of communication; organizational communication; organizational change and effectiveness; labor management relations in the public sector; public relations; group decision making and interpersonal persuasion; social problems and change; foundations of American education; public administration and organizational theory; laws, rules, regulations and administrative procedures pertinent to the work of the Board and Superintendent.
Desired Knowledge: Facilities management; budgeting, finance, and procurement policies and procedures; DOE objectives, goals, policies, regulations and directives and functions of the organizational programs within the DOE; principles and practices of management, public relations, budget and financial preparation; labor management relations in the public sector; group decision making and interpersonal persuasion; social problems and change.
Skills/Abilities: Plan, organize and implement assistance to the Superintendent and Board of Education in the conduct of administrative and executive functions through attending to administrative details, analysis and liaison; communicate effectively with others both orally and in writing; operate computer and other business machines.
Desired Skills/Abilities: Plan, direct, coordinate and evaluate central staff services in the areas of accounting and finance related to Facilities and Operations; deal effectively with state, federal and departmental officials to accomplish program goals; provide department-wide consultation and advice regarding areas of Facilities and Operations.
Supplemental Information
SALARY RANGE: EOSR-10, $121,649 to $172,209.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $121,649.
NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

12-month certificated employees enjoy a range of competitive benefits:
  • Holidays: Employees observe paid holidays during the school year provided that all conditions under the respective collective bargaining agreement are met.
  • Vacation: 12-month certificated employees earn 21 days per year.
  • Sick Leave: 12-month certificated employees earn 21 days per year. Accumulated (unused) credits may be used toward computing retirement benefits.
  • Health Insurance: If eligible, the State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Adult Dental Plan.
  • Group Life Insurance: The State provides a free life insurance policy for employees and retirees.
  • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
