Job Duties
The Department of Motor Vehicles (DMV) is looking to hire an experienced Procurement Specialist to support DMV and its customers through property acquisition and disposition, facilities maintenance, construction, and renovations. The agency's Risk Management Program includes property, automobile, and tort insurance, the Fleet Transportation Services Program, and the Agency's Continuity of Operations Plan. This professional position procures complex construction and professional services efficiently and cost-effectively to support the operation of the DMV Headquarters, Customer Service Centers, and Motor Carrier Service Centers in accordance with procurement laws, regulations, policies, and procedures.
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications
  • Knowledge of advanced-level procurement principles, practices, and methods for various goods and services in the public sector.
  • Knowledge of the policies and procedures in the Division of Purchases and Supply's Agency Procurement and Surplus Property Manual (APSPM).
  • Knowledge of the Virginia Public Procurement Act (VPPA).
  • Working knowledge of fiscal procedures.
  • Knowledge of word processing, presentation, and spreadsheet software, including MS Office (Word, Excel, etc.).
  • Experience with automated procurement systems (i.e., e-procurement (eVA), Enterprise Resource Planning systems (Oracle), etc.).
  • Knowledge of the components of a contract and ability to develop comprehensive contract documents.
  • Experience communicating with clients and vendors (i.e., conflict resolution, negotiation, etc.)
  • Experience performing varied routine duties of moderate difficulty, moderate to high volume of work, and various complexity of commodities and services purchased.
  • Experience exercising considerable discretion and judgment within established procedures and scope of responsibility.
  • Effectively plans, coordinates, and establishes priorities to manage multiple procurements and projects to work independently and with little supervision.
  • Experience with eVA is required.
  • Professional certifications are required as a Virginia Construction Contracting Officer (VCCO) and Virginia Contracting Officer (VCO).
Additional Considerations
Professional certification as a Virginia Contracting Master.
