DISPATCHER II Description:

Position Summary

Dispatches tribal law enforcement, fire, EMS, and other tribal service units to emergency and non-emergency scenes/calls; provides responders with complete and accurate information to ensure officer safety and prompt response. Communicates with other outside agencies both by radio and telephone as needed.

Reports to the Dispatch Supervisor

Major Duties and Responsibilities

  1. Answer multi-line phones administrative and 911; records incoming calls via land line and radio transmissions.
  2. Dispatches emergency units in response to emergency calls for service; determines the nature and location of emergency; prioritizes response and dispatches appropriate agency.
  3. Dispatches tribal support units in response to non-emergency calls for service.
  4. Communicates with police officers, EMS personnel, Fire personnel, and outside agencies via radio.
  5. Provides general information as requested by the public; creates and categorizes all calls for service from the public.
  6. Provides concise and accurate information to appropriate emergency/non-emergency units.
  7. Maintains accurate records of the location and status of all field units; documents all calls, phone and radio.
  8. Assists callers in emergency first aid as prescribed in state-recognized emergency medical dispatch procedures.
  9. Accesses and disseminates information maintained in available data bases such as: National Crime Information Center (NCIC), National Law Enforcement Telecommunications System (NMLETS), New Mexico Crime Information Center (NMCIC), Computer Aided Dispatching and (CAD), New Mexico Department of Motor Vehicles files.
  10. Maintains updated files of current warrants, criminal complaints, civil complaints, restraining orders and probation paperwork.
  11. Updates and maintains lists of contacts of various emergencies.
  12. Maintains adequate copies of all forms necessary to complete assigned tasks.
  13. Prepares reports upon request for supervisor or Chief of Police.
  14. Reports any malfunctions of equipment to supervisor.
  15. Maintains current NCIC certification; trains dispatch and police officers on use of NCIC.
  16. Researches the proper procedure to request confidential information that field units need, e.g. who a cell phone is registered to.
  17. Notifies chain of command to any major incidents; reports any NCIC security violations.
  18. Performs other duties as assigned.

 

Knowledge, Skills and Abilities

  1. Knowledge of the scope, landmarks and geological locations within the Sandia Indian Reservation.
  2. Knowledge of principles and practices of radio dispatch and communication.
  3. Skill in the operation of computers and office equipment that includes copier, telephone and audio equipment.
  4. Skill in preparing clear, concise, accurate, and complete written reports.
  5. Ability to operate radio communication equipment, enhanced 911 telephone equipment, digital recording equipment, computer printers and TTD (Deaf/Hearing Impaired) telephone, facsimile machine and photocopy machine.
  6. Ability to remain calm and handle emergency situations.
  7. Ability to perform duties under stress, maintain composure and professionalism under stressful conditions and in the face of provocation.
  8. Ability to maintain confidentiality of information as directed by tribal and police policies.
  9. Ability to learn equipment used in performing duties.
  10. Ability to establish and maintain effective working relationships with the public, tribal government and other law enforcement and Public Safety agencies.
  11. Ability to refer to and use manuals regarding the use of equipment and emergency procedures.
  12. Ability to communicate effectively both verbally and in writing.
Requirements:

Minimum Qualifications, Education and Experience

Required:

  1. High School Diploma, GED Certification or equivalent.
  2. Two (2) years related experience in data entry, computer applications, telephone communications or emergency communications/radio dispatching.
  3. Must possess and maintain the following current licenses and/or certifications:
  1. New Mexico Department of Public Safety Telecommunicator Certification
  2. NCIC Certification (National Crime Information Center)
  3. EMD Certification (Emergency Medical Dispatch)
  4. First Aid/CPR Certification

Licensing Status

  1. Must be able to successfully pass a stringent background and character investigation in compliance with PL 101.630.
  2. Will require a post-offer, pre-employment and random drug screening.

Working Conditions

  1. Work is generally performed in indoor settings in emergency and extremely stressful situations.
  2. Noise level is usually moderate.
  3. Frequent interaction with the public.
  4. Evening and weekend work required.
  5. Subject to hazards such as common cold and influenza.
  6. Duties May involve walking, standing, sitting, crouching, and kneeling.
  7. Specific required movements include the following: (50 lbs. Maximum)

              - Trunk-bend, twist, rotate, push, pull, carry

              - Arms-bend, twist, rotate, push, pull, carry

              - Legs-reach, carry, push, pull, lift

              - Hands-grab, Manipulate, finger and overall dexterity, eye, and hand

                Coordination.
