As the Director of Human Resources, you will be primarily responsible for providing interpretation and guidance on People and Culture (HR) policies and programs. The Director of Human Resources will oversee the HR functional areas of onboarding, offboarding, unemployment, risk management, employee engagement, Human Resources Information Systems (HRIS), work visa management, and fair labor standards employee regulations.
This individual will also plan, manage, and coordinate respective People and Culture (HR) initiatives. This role will update and maintain the Bethany Employee Handbook, while also ensuring alignment of policies and procedures with organizational goals as well as compliance with professional standards, state and federal regulatory requirements and laws.
Success in this role will require the individual to serve as a subject matter expert for their respective People and Culture (HR) programming oversight in a fast paced, complex organizational model, while functioning with the highest degree of professionalism and confidentiality.
This position is expected to function effectively with limited supervision while following the guidelines given on procedures, along with agency, federal, and state regulatory requirements.
ESSENTIAL JOB RESPONSIBILITIES
- Lead, develop, and manage a team of HR professionals to include the selection, hiring, performance evaluation, and training of each individual;
- Provide regular support, training, and feedback to direct reports to ensure proper professional development and growth, as well as met performance deliverables;
- Oversee and effectively manage employee onboarding, employee offboarding, unemployment, risk management, employee engagement, work visa management, and fair labor standards employee regulations, while ensuring compliance with federal, state, and local law as well as funder and contract requirements;
- Create functional strategies and specific objectives for the respective sub-functions of oversight and manage policies, and procedures that support theses functional infrastructure;
- Function as an active member of the HR leadership team regarding process improvement, strategic planning, and input as needed;
- Oversee the Human Resources Information System (HRIS) function to include but not limited to ensuring data integrity and validity for all people data as well as seamless onboarding of employee's within the system;
- Manage and direct all processes and practices related to onboarding, and employee job changes within the HRIS system;
- Manage and direct all processes and practices related to personnel file compliance, and Bethany branch audits;
- Develop and continuously improve actionable plans and practices around onboarding and employment related contract requirements;
- Develop, implement, and maintain a formal new hire orientation in collaboration with key people focused departments (IT/Payroll) and People/Culture (HR) team members;
- Provides guidance and assistance to Branch Directors and Corporate Leaders on sensitive and complex employee relations issues, including employee down-sizing;
- Enhance and direct Bethany's service awards and recognition program to ensure employee engagement across all site locations within Bethany, and partner effectively with the Director of Total Rewards on respective reward offerings and measures;
- Oversee the maintenance and updating of the Employee Handbook in accordance with company practices and governing federal, state, and local employment laws;
- Investigate best practices and recommend new and/or update HR policies, practices, and guidelines across functional HR areas;
- Manage and administer the company's work authorization and visa process in a timely manner;
- Oversee the annual motor vehicle record (MVR) compliance audit and ensure accurate and timely completion;
- Serve as the point of contract for internal Bethany CRM request for the People and Culture (HR) department, while assigning request to the respective departmental team member in a timely manner;
- Manage funder contract compliance with onboarding forms and recurring background screening requirements in close partnership with branches, while also serving as the primary point of contact for contract review request from the Director of Safety and Contracts;
- Work closely with the Vice President of People to correspond with external legal counsel for legal litigation, when needed;
- Escalate identified risk factors to the appropriate senior leader in People and Culture (HR);
- Stay abreast of and review federal, state, and licensing statues and regulations to make recommendations during active legal cases;
- Stay abreast of all agency, federal, and state regulatory requirements related to employment law;
- Complete other duties as assigned.
QUALIFICATIONS:
- Bachelor's level degree in Human Resources, Organizational Development, or equivalent field of study; a combination of education and experience will be considered for those with secondary education or higher;
- PHR/SPHR Certification preferred;
- At least six (6) years of progressive Human Resources experience in a role that oversaw FLSA, EEO, OSHA, unemployment, and other governing federal, state, and local laws;
- At least three (3) years of experience managing others;
- Keen sense of innovation and problem-solving skills required;
- Possess an ability to influence all levels of staff;
- Exhibit the ability to balance effectively between a transactional and transformational leadership style and support a fast paced, complex organizational model;
- Possess an ability to think strategically, and objectively and experience developing and implementing large scale projects and change initiatives;
- Must be reliable with time sensitive deadlines and tasks;
- Excellent verbal and written communication skills;
- Must be able to read and interpret policy;
- Exercise a high level of confidentiality;
- Work well under pressure and adaptable to change;
- Computer skillssufficient to perform essential functions including knowledge of MicrosoftOffice suite;
- Must be 21 years old with a valid driver'slicense with at least 3 years driving experience in the U.S. to operate avehicle on behalf of Bethany. Must also pass a Motor Vehicle Records (MVR)check and maintain a reliable vehicle with proof of adequate insurancecoverage;
- Pass a criminal history screen, including state and local child protection agency registries;
- Subscription to and integration of the agency Statement of Faith and Mission Statement.
