Job Title: Deputy Director Parks Development (WMS Band 04)
Location: Tumwater, WA.
Compensation: The annual range of compensation is between $111,744 - $139,692 depending upon qualifications.

The Parks Development Division is looking for an experienced leader to help State Parks develop and maintain a world-class public park system. The Parks Development Division is responsible for the planning, real estate, partnership, interpretive, and capital aspects of implementing Washington State Parks and Recreation Commission's mission to care for Washington's most treasured lands, waters, and historic places and to connect all Washingtonians to their diverse natural and cultural heritage and provide memorable recreational and educational experiences that enhance their lives. This position will provide recommendations to the Director of Parks Development and other executive leaders on how the Parks Development Division is structured and managed, as well as how it works with other divisions within the agency. This position will also help develop recommendations on a vision for the built environment, as well as an asset management approach for the park system. Most importantly, this position will be instrumental in considering how to bring together multiple disciplines, across the agency, to create efficiencies and synergies agency wide. We are seeking a thoughtful, dependable, intuitive, and collaborative systems thinker with demonstrated experience in delivering organizational clarity and system design.
The Deputy Director of Parks Development reports to the Director of Parks Development and serves as the Director of Parks Development in their absence and second in authority within the division, and otherwise assists in all aspects of division management.
This position independently manages and controls sizeable program and project budgets, affects activities of other state agencies, impacts public stakeholders and private sector business partners, and develops and recommends development policy and fiscal decisions to executive management and the Commission.
This position supervises other leadership positions, including WMS positions, within the Parks Development Division.
In addition to the qualifications listed below, we are also looking for a candidate who will bring the following to the position:

  • Experience in cultivating a learning-based organization and knowledge of adaptive management principles.

Duties
The purpose of this position is to serve as a second in command to the Director of Parks Development in all aspects of division management including serving as principal delegate and second in line of division authority; coordinating and communicating with other divisions and programs; developing the division's project management processes, practices, and supporting information systems; managing a portfolio of high-profile division policy, facilities, planning, real estate, partnership, interpretive, and capital projects; and developing and coordinating agency business strategy.
Here are some of the primary functions of this position:
  • Assists the Director of Parks Development in all aspects of division management including acting as Director of Parks Development in their absence and serving as second in line of division authority and alternate contact for internal staff and external stakeholders.
  • Leads the development of a Facilities Program, implementation, and management, including developing and executing a vision of the built environment in coordination with other divisions and programs in Parks.
  • Develops and provides strategic recommendations and policy decisions related to managing a capital development budget in excess of $150 million, as well as other related programs and lines of work across the agency.
  • Develops a system that prioritizes and implements capital and facilities construction and maintenance projects on time and on budget.
  • Develops and facilitates division work planning, coordination, review, and performance measurement.
  • Develops, directs, controls, and monitors division-wide project management processes and practices.
  • Coordinates project promotion and digital communications in coordination with the Communications Office and Legislative Liaison.
  • Supports and advocates for modernization of tools and processes to support the division.
  • Agency-wide coordination, communication, and collaboration.
  • Manages high-profile, complex, interdivisional projects.
  • Tracks, plans, and coordinates staffing, engagement, and coordination needs for large-scale partnerships and initiatives that cross divisions.
  • Manages a portfolio of selected complex, interdivisional projects including directing the work of project managers in division programs and contracted consultants.
Location, Availability and Travel Requirements:
This position is based out of Parks Headquarters in Tumwater, WA, and requires some time in the office most weeks; flexible/hybrid remote work may be an option. This position requires occasional travel, which may include overnight travel.
Qualifications
REQUIRED QUALIFICATIONS:
  • Bachelor's degree in program management, systems engineering, engineering, planning, economics, finance, marketing, business administration/management or a closely related field, and
  • Seven (7) years of experience in: Project and program management that includes strategic decision making, leading teams, and developing and/or managing budgets.
  • Valid unrestricted (except for corrective lenses) driver's license.
**Additional years of qualifying experience may substitute year for year for education.
PREFERRED QUALIFICATIONS:
  • Experience with Capital Projects, Facilities and/or Real-Estate.
  • A master's degree in program management, systems engineering, engineering, planning, economics, finance, business administration/management or a closely related field.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
