This is a two-year project appointment. Reporting to the Deputy Assistant Secretary in the Health Systems Quality Assurance division, the Deputy Project Director for Businessleads the business project team and is responsible for managing the engagement and process improvement work related to the legislatively authorized Healthcare Enforcement and Licensing Management System (HELMS) Project.
HELMS will deliver a solution that supports internal and external customer participation in the department's healthcare licensure and regulatory activities. The licensure and regulatory activities within the scope of HELMS support the department's goals for ensuring patient safety and access to care. The activities to be supported are listed below.
- Healthcare professional and facility credentialing and renewal (educational and training program approval)
- Healthcare professional and facility credential regulation (investigation, inspection, enforcement, adjudication)
- Healthcare facility and community health system programs (adverse events reporting, certificate of need, charity care policies, construction review services, emergency cardiac and stroke categorization, health professions shortage area designation, trauma care fund, trauma service designation)
We are seeking a highly skilled project manager with experience implementing a technology solution for a business area. This position serves as a member of the HELMS Project Management Team and will work hand in hand with Executive Sponsor, Executive Directors, HELMS Project Director, and HELMS teams to ensure project and program success. This role is responsible for all business aspects of the project over the entire project span (initiate, plan, execute, control, close). This position will work closely with the HELMS Project Director, Office of Innovation and Technology Deputy Project Director and technical project manager. The work performed for this project must clearly reflect business requirements, support the future direction of the business as well as technology plans, and support streamlined processes and performance metrics.
Preferred Qualifications and Experience: Experience may have been gained concurrently though a combination of education, professional experience and paid or unpaid experience. Experience can substitute for education on a year for year basis.
Highly desired qualifications:
- Five (5) years of experience in project management using a standardized methodology that crosses program or organizational boundaries, including experience effectively leading and motivating diverse groups of people towards accomplishing an ultimate goal.
- Agile Project Management and Product Management experience.
- Experience with large scale IT project management.
- Excellent communication skills (facilitation, presentation, verbal, written).
Additional Desired Qualifications:
- A bachelor's degree or higher.
- Two (2) years of supervisory and/or management experience.
- PMP Certification
- Demonstrated experience in the following:
- Managing interpersonal relations internally and externally to the agency.
- Facilitating teams through complex and challenging topics.
- Agile software application development process.
- Communicating technology or project management topics in business terms.
- Managing vendor engagements to effectively manage deliverables.
- Experience with requirements gathering and developing system requirements specifications.
- Producing technical documentation (e.g., planning documents) using a tool such as MS Word.
- Manage projects using scheduling methods and tools and a budget tracking tool (e.g., MS Excel).
- Strong understanding and experience working with performance measurements, including data collection, manipulation, and interpretation.
- Using data to manage and make data-driven decisions.
- Applying Change Management (Prosci, ADKAR, or equivalent) in large scale Business and/or IT Projects.
Health Systems Quality Assurance (HSQA) Division
The Health Systems Quality Assurance (HSQA) Division is responsible to establish standards for patient safety, ensure providers meet these standards, and evolve the standards to support emerging needs in the health care delivery system. Safe, quality health care is essential to promoting the health and wellbeing of all Washingtonians. Our team regulates and supports more than 423,670 health professionals and 8,910 facilities. We work closely with advisory groups, boards, and three partner commissions (Chiropractic Quality Assurance Commission, Washington State Board of Nursing & Washington Medical Commission) Each year we review more than 14,500 complaints and inspect thousands of facilities.

Location and Flexibility
The duty station for this hybrid position is in Tumwater, WA. The incumbent will work with their supervisor to establish a work schedule to include telework and reporting to the Tumwater duty station for work activities as needed.
