This role will oversee critical impacts on the state's workers and employers through strategic planning, leadership and oversight, policy development and enforcement, and more. As the Fraud Deputy Assistant Director for the Fraud Prevention and Labor Standards division, you'll work in collaboration with the Assistant Director and Labor Standards Deputy Assistant Director to oversee the day-to-day operations of the FPLS division with a focus on the fraud prevention programs. These programs include the Collections, Field Audit, Investigations, Contract Release/Clean Energy, Firm Appeals, and Training areas.

In this role, you'll be responsible for providing support to the division program managers including coaching, leadership, oversight of personnel issues, and budget.We're looking for someone who can use their expert judgment to achieve the mission of ensuring compliance while maintaining a balanced approach with external customers in order to make it easy for them to do business with L&I.  Some of what you'll do:* Focus is on oversight and management of the day-to-day operations of the FPLS division, specifically for the Fraud programs, including budget/finance, human resources, legislation, rulemaking, information technology, facilities, strategic planning, and performance measurement* Oversees the development of statewide operational policies and procedures that are administered by FPLS programs* Acts on behalf of and administers the authority of the Assistant Director* Represents the Assistant Director by communicating the strategic direction of the division through meetings and outreach with various internal and external stakeholders and stakeholder groups* In partnership with the Assistant Director, oversees in a matrix environment, and in collaboration with other divisions and agencies, the implementation and administration of FPLS laws, rules, and policies to ensure appropriate statewide consistency in how they are applied* Provides coaching, mentoring, and support to program managers in the division including, daily administrative management for leave, budget/finance approval, etc.* Coordinates with other agencies, legislative staff, and external stakeholder groups regarding significant policy issues, especially in relation to combating the underground economy.For a full list of duties and responsibilities, please request the position description form from Haleigh Missildine (she/her/hers) at miso235@Lni.wa.gov.Required:Knowledge of:* Advanced management principles- leadership, vision, effective communication, policy development, lean culture, continuous improvement, supervisory skills, ability to coach and mentor* Laws, rules, and regulations within the industrial insurance environment.* Operational challenges and political issues associated with fraud and abuse prevention in the industrial insurance, compliance, and labor standards environment* A strong understanding of the field and central office matrix relationship, how work is managed within the field, and distribution of work/roles between program areas and the field* Methods and processes for the collection of appropriate quantitative and qualitative data to develop and support analytical decisions, studies and study findings * Strategic and tactical planning including: research methods, cost/benefit analysis, needs assessment methods, impact and risk analysis, and evaluation techniques* Public and private data sources and data systems related to industrial insurance, taxation, fraud prevention, and employment standards related activities Principles of leadership and management including: decision-making models, staff development methods, facilitation, and change management* Effective project management including: critical path analysis, budget development and analysis, work plan and work group design, option development and selection methods, implementation and timeline planning, contingency planning, root-cause analysis, process flow development and risk assessment* Strategic planning: research methods, LEAN concepts and methodologies, cost/benefit analysis, needs assessment methods, impact and risk analysis, and evaluation techniquesSkills:* Demonstrated ability to manage, lead, and direct professional and technical staff with varied levels of responsibilities and duties within a matrix environment* Establish, facilitate, and lead effective work teams including L&I managers, supervisors and/or line staff, and various subject matter experts* Must be able to use time effectively while keeping a focus toward results in a short period of time* Solve complex problems by determining appropriate information for consideration and analysis. This includes identifying opportunities, options, and solutions, and developing and making recommendations to agency leaders* Ability to use statistical, financial, evaluation, and policy analysis methodologies* A high level of integrity and tactfulness in dealing with a wide range of internal and external parties including representatives from business, labor, and members of the legislature and their staff* Ability to develop recommendations, often on sensitive and controversial subjects, that are substantively supported by project data, analysis, and findings and that incorporate legislative interests and constraints * Demonstrated ability to write effective, well-documented and thorough reports, issue briefs, research studies, and memoranda* Convey the results of complex and sensitive analyses to your audience* Demonstrated ability to orally present complex and controversial information to audiences in a professional manner and to effectively represent the views of the agency * Demonstrated ability to take the initiative in identifying substantive issues, devise appropriate and practical analytic strategies, exercise critical thinking, and provide creative solutions to complex problems in the public sector* Demonstrated ability to work effectively with management and staff from other agencies, agency stakeholders, and the public to resolve sensitive and controversial issues* Ability to maintain appropriate confidentiality at all times  Must pass Criminal History Records Check: Candidates for this position cannot have a history of criminal conviction for crimes involving money, currency, credit or credit granting, debt or debt reduction, identify theft or fraud or related subject, or for crimes of domestic or workplace violence, or moral turpitude. Desired: * Bachelor's degree in Business Administration, Public Administration, Organizational Development, Accounting, Criminal Justice, Police Science, or similar field.OR * Five years of progressively responsible and challenging management experience in public administration, workers' compensation or other lines of insurance, state or federal tax compliance, auditing or accounting, investigation, construction inspection, or related fields. Things You Need To Know  To help you maintain a proper work-life balance, teleworking is one of the work schedule options for this position.
