As the Deputy Director of Program Financial Management, you will serve as a key leader within the Office of Financial Services, overseeing the daily Financial Management operations and activities for the entire agency. Reporting directly to the Director of Program Financial Management, you will provide direction and oversight for the development of budget requests, fiscal monitoring of contracts and grants, and analysis of revenues and expenditures to ensure compliance with applicable laws and regulations.
In this role, you'll lead a dedicated team, fostering a culture of creativity and connection. You'll champion diversity and integrate equity and social justice into every facet of your work. Your role extends beyond managing; it's about actively participating and leading by example. The Deputy Director is accountable for managing the personnel and financial resources to meet office responsibilities and fulfill obligations in a timely and cost-effective manner. This position is expected to develop and oversee a robust training and development program within OPFM focused on optimal onboarding, development and succession of finance staff managing and performing budget management and other financial activities.
The Office of Program Financial ManagementDeputy Director provides leadership and oversight for daily Financial Management operations and activities for the Executive Office of Prevention Safety & Health The Office of Program Financial Management (OPFM) ensures financial compliance with state and federal regulations and accurate and timely financial reporting. This position reports directly to the Director of Program Financial Management.
Responsibilities:
  • Strategic Financial management:
    1. Oversight of the development of the biennial and supplemental budget requests, fiscal notes, and allotments.
    2. Ensure financial compliance with federal and state laws, agency policies, and legislative directions.
    3. Monitor and analyze revenues and expenditures, providing insights to enhance financial decision-making.
  • Leadership and Team Development:
    1. Lead Finance Operations Managers (FOM) in enhancing employee effectiveness through performance appraisal, training, coaching, and professional development.
    2. Delegated decision-making in the absence of the Director of OPFM.
    3. Foster effective communication and teamwork to support continuity of operations and process improvement.
    4. Develop and oversee a robust training program for optimal onboarding, development, and succession planning of finance staff.
  • Supervision and Financial Liaison:
    1. Supervise and manage Financial Operations Managers and their teams, acting as the primary financial liaison to designated offices.
    2. Provide consultation and guidance to senior leadership on budget, fiscal impacts, revenues, and other financial matters.
  • Strategic Partnership:
    1. Collaborate with the Financial Services leadership team to provide guidance on Financial Management.
    2. Serve as a key advisor to the Chief Financial Officer, Executive Team, Assistant Secretaries, and Deputies.
    3. Provide technical consultation to Boards, Commissions, and program managers on financial resource challenges and opportunities.
  • Agency-Wide Financial Leadership:
    1. Provide support and coordination for day-to-day Financial Management, analysis, monitoring, and status reporting.
    2. Ensure timely, accurate, and transparent financial and budgetary information.

Qualifications and Experience: Experience may have been gained concurrently though a combination of education, professional experience and paid or unpaid experience. Experience can substitute for education on a year for year basis.
Option 1:
  • Six (6) or more years of experience performing financial functions in budget, accounting, business or related field. Experience should include leading the financial aspects of an organization including budget development and maintenance, revenue forecasting, chart of accounts development, financial reporting, account maintenance and reconciliation, providing financial consultation, and maintaining accounting and auditing standards and internal control requirements.
  • Three (3) or more years of management/leadership experience to include all aspects of workforce and performance development and supervision.

Option 2:
  • A bachelor's degree in business, accounting, finance, or related field; and Two (2) or more years of experience performing financial functions in budget, accounting, business or related field. Experience should include leading the financial aspects of an organization including budget development and maintenance, revenue forecasting, chart of accounts development, financial reporting, account maintenance and reconciliation, providing financial consultation, and maintaining accounting and auditing standards and internal control requirements.
  • Three (3) or more years of management/leadership experience to include all aspects of workforce and performance development and supervision.

Additional Desired Qualifications:
  • Four (4) or more years of experience managing the budget of a state or federal organization.
  • Two (2) or more years of experience using WA State financial systems (AFRS, Enterprise Reporting, Workday, etc.)

The Office of Financial Services (FS)
The Office of Financial Services (FS) provides leadership and support for the agency priorities and programs through quality budgeting, contracting, grant management, purchasing, facility management, and accounting services. The office ensures financial compliance with state and federal laws, regulations, and reporting requirements in addition to performing agency-wide financial activities. The division also ensures operational effectiveness and financial stability of the agency. Within the Office of Financial Services, the Budget Monitoring Section monitors the day-to-day fiscal operations of the agency, ensuring funds are effectively requested and used in alignment with the agency's mission and goals.

Location and Flexibility
Flex/Hybrid - Onsite presence one day per month at the DOH Office located in Tumwater, WA. A mobile work schedule will be established with the supervisor depending on the needs of the business.
