Job Title- Deputy Director of Administrative Services (WMS)
Location: Tumwater, WA.

Position Hours: Typical schedule is Monday-Friday 8:00 and to 5:00 pm this position is eligible for telework, generally working in the office 1-3 days per week.
The Washington State Parks and Recreation Commission is currently seeking a full-time permanent Deputy Director of Administrative Serviceslocated at Headquarters, in Tumwater, working a combination of in-office and teleworking based on the business needs. This WMS position is exempt from civil service. The annual range of compensation is between $110,688 - $133,008 depending upon qualifications, although the expected hiring salary will typically be less than the top of the range, to allow for growth and development movement.
The Administrative Services Division supports the agency's mission through core functions that maintain compliance, promote transparency, improve efficiency, and provide business solutions for State Parks through equitable practices. As the Deputy Director of Administrative Services, you will partner with Financial Services, Budget Office, and Information Technology on division strategies and goals; oversee Enterprise Risk, Public Records Office and Records Management; and participate in cross-functional collaboration to solve problems and implement process improvements. Managing this agency of sites and services is deceptively complex, and candidates should be ready for a challenging, but rewarding, position.

This position is eligible to telework but is frequently required to report on-site to meet business need. The default assigned work location of all Parks positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs.
Duties
Reporting to the Administrative Services Director (ASD), the Deputy Director for Administrative Services will have both internal and external facing responsibilities, ranging from change management, project development, business approach, high-quality delivery of service, to administration and personnel.
A few primary functions:
  • Responsible for division policies, procedures, and best practices to promote agency compliance.
  • Works directly with the State Auditor Office on agency matters. Serves as the lead for the agency on reporting requirements and a resource for the agency in best practice and compliance.
  • Coordinates efficiencies within the division as well as ways the division functions within the agency.
  • Partners with division department managers to coordinate processes, workplans, strategies, and modernization goals. Oversees implementation and communication plans.
  • Oversees agency risk areas, mitigation strategies and implementation plans.
  • Oversees the development of strategies and change management plans for the agency's records office.
  • Manages agency-wide programs, such as Whistleblower, Productivity Board, Commute Trip Reduction, and Combined Fund Drive.
  • The Deputy will also be visible to division staff as a mentor and coach; and be an approachable sounding board and resource for managers.

Qualifications
Required qualifications:
Qualified candidates will meet one of the following criteria:
  • Master's degree in business administration, innovation, strategy, or a related field, AND four (4) years of experience as defined below AND three (3) years of supervisory experience AND a valid driver's license.
OR
  • Bachelor's degree in business administration, innovation, strategy, or a related field AND six (6) years of experience as defined below AND three (3) years of supervisory experience AND a valid driver's license.
OR
  • Ten (10) years of experience as defined below AND three (3) years of supervisory experience AND a valid driver's license.
The experience required:
  • Experience in business management, including planning, implementation, programming, funding, policy development, procurement, project delivery, performance measures, asset management, and change management principles.
Preferred education, experience and knowledge:
  • Demonstrated experience in managing a project with scope of work, deliverables, and timeline.
  • Knowledge of technology capabilities, systems, and requirements.
  • Knowledge of state agency financial and budget systems
  • Knowledge of state legislative process.
  • A proven record of effective and successful direct supervision, leadership and team building, strategic decision making, and effective and persuasive communication skills.
Other Critical knowledge, skills, abilities and perspectives:
  • Experience mentoring, coaching, and training staff.
  • Experience working with executive management and program managers providing advice, consultation, and information.
  • Demonstrated communication skills, both verbal and written, and the ability to prepare complex materials in a comprehensive and understandable manner to a diverse audience employing plain talk.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday....
