Job Description

Only candidates who are permanent in the Administrative Staff Analyst title (or a comparable administrative title) or those who are reachable on the Open-Competitive Exam may apply. The Kings County District Attorney’s Office (KCDA) is one of the largest prosecutors’ offices in the country and is committed to developing and implementing innovative prosecutorial strategies that will fulfill our vision of keeping Brooklyn safe while at the same time ensuring fairness and justice for all. KCDA has an exciting opportunity to work as a Deputy Director in our Human Resources Department (hereinafter “HR”).
HR oversees all staff-related issues. HR employees handle all personnel matters and ensure all organizational goals are met. The department addresses all matters that impact the workforce and workplace. HR conducts studies, prepares and issues reports and oversees projects aimed at improving and strengthening the department to meet the agency mission. HR staff provide guidance to employees on personal and confidential matters and responds to inquiries regarding all office policies. HR employees also provide guidance to employees on issues involving leave, benefits and other topics.
Under general direction, with wide latitude for independent initiative and judgment, the prospective candidate will be responsible for the following:
  • Oversee NYCAPS data entry for all personnel transactions such as: new hire actions, transfers, promotions, separations, leaves, etc., ensuring that all transactions are properly processed.

  • Oversee new requests and tasks required to properly onboard new employees, interns, FT staff, consultants, volunteers and 211/212 candidates, etc., ensuring that all the necessary documents and background checks are completed prior to start date.

  • Manage the interview and selections process which requires utilizing NYCAPS e-hire functions, prescreening of resumes, non-legal interviews, candidate selections processes, interview schedules, preparation of interview packets, analyzing feedback forms and data entry as needed, and administering civil service hiring pools and function as pool supervisor.

  • Manage the job postings for the agency which includes drafting job descriptions, ensuring proper approvals are in place before the job is posted, communicating with internal and external parties, and ensuring job postings are advertised on NYC careers via NYCAPS and other approved recruitment sites.

  • Manage job classifications for the agency which includes drafting justification documents, job descriptions, identifying appropriate civil service titles and attending classification hearings.

  • Interface with various departments and staff to handle and troubleshoot incoming inquiries and issues. Coordinate/communicate with bureau management and/or designated staff to troubleshoot HR related matters.

  • Represent the agency at various City government meetings and work collaboratively to maintain citywide partnerships with oversight agencies such as Department of Citywide Administrative Services (DCAS), Office of Labor Relations (OLR), Office of Payroll Administration (OPA) and Mayor’s Office, labor unions and other City agencies and affiliates.

  • Provide supervision to the areas of employee relations and benefits as needed.

  • Oversee performance management training for legal and non-legal staff to align performance management with organizational goals and initiatives.

  • Plan, coordinate, execute and monitor performance management directives and ensure compliance.

  • Organize onsite and offsite trainings and consultation for managerial and supervisory staff.

  • Assist with special projects or assignments as assigned by management. This may include attending meetings, coordination of special events, attending recruitment events and fairs, assisting with training initiatives, and coverage for team members.

  • Perform other HR & management tasks as needed.

Minimum Qualifications


1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, Human Resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, Human Resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

- A Master’s Degree and at least 10 years of HR management experience - City experience preferred OR - A Bachelor’s Degree and at least 15 years of HR management experience - City experience preferred. - HR and EEO certifications/education/experience. - Structured interviewing knowledge. - Knowledge of Civil Service laws and policies. - Experience dealing with or working in a unionized environment. - Knowledge of City personnel rules, policies and processes.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
