DEFINITION OF RESPONSIBILITY
Baltimore County Government is seeking a Deputy Chief Technology Officer to join the Office of Information Technology and help transform the digital workplace. Baltimore County is a nationally ranked IT leader amongst large jurisdictions by Digital Counties. We are looking for a highly motivated individual to join our collaborative, friendly, and dedicated team. The Office of Information Technology (OIT) supports over 20 agencies including Police, Fire, 911, Health, Libraries and Public Works for an 800k plus constituent base. The ideal candidate has a passion for IT, is forward thinking, and has a desire to find creative solutions to problems. They must have previous leadership experience and enjoy fostering innovation in a growing team.
The Deputy CTO reports directly to the CTO, ensuring technology resources are aligned with the County’s strategic needs. The Deputy CTO is responsible for assisting in the direct management of the Systems, End Point and Infrastructure teams and collaboration with the Applications and Security teams. Candidate will collaborate with other members of OIT and agencies to provide consistent, robust, and scalable solutions that enable enhanced productivity while balancing security and compliance requirements. Candidate will work with other senior manager’s to be an escalation point for issues and challenges the team may face and provide overall feedback and guidance.
EXAMPLES OF ESSENTIAL DUTIES
Under the guidance and direction of the CTO, provides guidance to the Application, System, Endpoint and Infrastructure Architecture teams on technological standards and initiatives. Plans, and coordinates the assessment, development, enhancement, and implementation of technology to ensure no disruption to County services and operations. Works closely with County CISO on assessing security solution implementations and business risks associated with all technology projects. Assists in reviews all initial agency requests to develop new or modify existing technology. Reviews all solutions provided by vendors prior to purchase. Makes recommendations to CTO for technological enhancements and/or purchases based upon analysis of County standards, security, and current platforms. Develops internal performance standards and assessment tools to measure effectiveness and staff development through continuous improvement processes.
Assists in the development and implementation of the OIT Strategic Plan. Integrates the County’s strategic goals, and goals of County agencies to align with technology goals of the OIT Plan. Confers with County agencies and provides advice and consultation to streamline work processes. Provides quality customer service. Identifies new technologies to provide successful solutions to problems and to increase effective operations.
Assists the CTO with administrative responsibilities and organizational management. Ensures that division operations conform to local, state, and federal governmental regulations. Participates in the development of the annual operating budget. Serves on various Countywide and departmental technical committees.

Qualifications

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in business or public administration, Computer Science, Engineering or a related field
plus
five years’ experience as a network manager, network engineer, project manager, systems engineer, business analyst, systems analyst, electronic information manager, information systems manager or closely related experience in the management of networks and computing systems.
(Additional qualifying experience may be substituted on a year-for-year basis up to a maximum of four years for the required education. Additional education in a field listed above may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
Knowledge, Skills, and Abilities

  • Experience in managing the following technologies
    • Microsoft cloud solutions (Office365 and Azure)
    • Azure Solutions to include: Azure Storage, Virtual Machines, Intune and Azure AD, and AWS infrastructures.
    • Office365 Solutions: Exchange Online, SharePoint Online, OneDrive for Business, Teams Business.
    • Experience implementing Microsoft SSO and Identity solutions (Azure AD Connect, Azure AD SSO/SAML, LDAP)
    • Firewall experience (PaloAlto, Cisco)
    • Managed Switches and Optical Networking experience: Cisco, Cienna
    • Webex and Teams Experience.
    • Experience with backup solutions (CommVault).
    • Document Storage Solutions: SharePoint online, NetAPP, Laserfische
    • Virtualization using Hyper-V and VmWare, Citrix.
    • Microsoft Server OS/Technologies: Server 2012 - 2019.
  • Knowledge of business and management principles (budgeting, strategic planning, resource allocation, human resources).

Health Insurance

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
