Job description

The Leidos Civil Group has an opening for a Chief Technology Officer (CTO) in support of our Enterprise IT and Mission Support Operation, located in Gaithersburg, MD.
Job Summary:
In this role, you will be responsible for defining and curating the technical strategy and vision for the EMS Operation by collaborating with the EMS Operational and Division leadership and with our Leidos Office of Technology (OOT) Leaders (Accelerators, CIO, CISO, Group CTOs). You will leverage your deep technical acumen and your track record of winning major captures in the domains of enterprise IT (Service Desk, End User, Cloud, Networking) and Defensive Cyber Operations combined with your ability to influence to drive compelling and differentiated solutions on proposals to help us continually drive growth. You will build enduring relationships of trust with the business and BD leadership of the EMS business and provide timely insights to ensure successful program delivery to meet customer needs and to frame Leidos as an innovation leader, and to help qualify compelling pipeline opportunities. You will be the 'face and voice of Leidos EMS' by participating in external events representing our points of view across the enterprise IT and cyber domains and will develop a keen understanding of where our customers are on their modernization journeys. Lastly, you will be the EMS ambassador and conduit to interact within OOT to both advocate for EMS needs and to identify programs and captures into which we can pilot OOT and other Group innovations. The primary customers of EMS include the Department of Justice, NASA, FAA, HUD, FTC and NOAA.
Some travel required.
Primary Responsibilities:
• Drive the solution strategies of the EMS portfolio of priority captures and opportunities with a view to attaining 'blue' evaluations, thereby driving sustained Operational growth by collaborating and influencing the line, BD, capture teams and by influencing/directing Solutions Architects on your team and throughout Leidos.
• Continually building and upskilling a talented team of Solutions Architects oriented to the needs of EMS to drive growth and delivery based on the embracing of relevant technologies.
• Responsible for management and deployment of key technical talent in accordance with priorities.
• Continually ensures the optimal allocation of Solution Architects across the EMS proposal pipeline.
• Cultivate trust relationships with Division Managers and BD leadership within EMS based on understanding their priorities and needs, and in helping them deliver flawlessly, drive and achieve sustained growth and cultivating impactful relationships with Leidos customers.
• Participate in industry events (e.g., ACT IAC) to position Leidos capabilities, points of view and differentiation and to develop relationships with prospective and existing US Federal Civil customers.
• Support marketing and sales efforts by engaging customers to understand their priorities, needs and identifying opportunities for Leidos to add value.
• Engages across the broader Leidos technical community and within OOT as vigorous participant and exponent of the 'One Leidos Technical Community' vision.
• Advocates for prioritization of EMS needs across relevant enterprise investments.
• Collaborates with EMS line and BD to identify opportunities for insertion of OOT, Group, and partner innovations onto program and captures.
• Participate in the definition and implementation of the long-term technology strategy aligned to the Operation, Group, and Corporate digital modernization and cyber technology strategies.
• Engages EMS leadership and within OOT to ideate on innovative capabilities to build, to establish a portfolio of EMS IRAD investments and to manage and govern the project execution phase of EMS IRAD projects.
• Engage current and prospective customers to demonstrate the company's credentials at solving problems with technically-sound solutions and to understand customer's priorities and challenges.
• Identifying and promoting a healthy portfolio of alliance partners to embrace innovation and disruptive technology and where possible, showcase developing technology both internally and externally.
Basic Qualifications:
• Bachelors/Master's degree in a Technology, Enterprise Information Technology (IT), Engineering, or Cyber Technology with 15+ years of related Enterprise Mission IT and Cyber Technology experience
• Prior technical roles within similar organizations with growing duties and responsibilities
• Large capture and program experience with technical and programmatic leadership
Enterprise IT and Cyber domain experience; specifically, IT technology related to End User services, Networks, Defensive Cyber Operations, Compute and Storage, Public Cloud (Multi-Cloud and Distributed Cloud), Application Development using modern DevSecOps approaches, Low Code/No Code
• Methodological experience with Information Technology Infrastructure Library (ITIL) Framework, Agile, Site Reliability Engineering and System Engineering Best Practices
• Knowledge of, and experience with, a large fraction of the Leidos EMS Operation customer base and potential competitors
• Experience with policy formation, performance management, and best practices in the Civil and Federal industries
• Thought leadership with ability to lead and shape strategic thinking and execution
• Strong oral and written communication skills, along with public speaking skills
• Ability to influence and persuade others, as well as handle difficult negotiations requiring a well-developed sense of strategy.
• Ability to mentor, coach, lead, and promote talent.
• Significant experience supporting capture activities to include chairing/participating in Gate Reviews, writing specific sections of proposals, providing preliminary technical guidance for solutions, competimate analysis, partnering suggestions, and Basis of Estimate (BOE)/Bill of Materials (BOM)/task cost estimation
Preferred Qualifications:
• Active Secret security clearance
• Active Cloud certifications from AWS, Azure or GCP
• ITIL 4 certifications
• PMP certification
• Agile certification
Pay Range:
Pay Range $213,750.00 - $285,000.00 - $356,250.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
