The Prince George's County Government Department of Public Works & Transportation is seeking qualified applicants to fill a Special Assistant tothe Deputy Chief Administrative Officer position, grade G33, within the Office of the County Executive.
About the Position:
This is advanced executive level professional and analytical position within Office of the County Executive. Incumbent will work directly with the Deputy Chief Administrative Officer (DCAO) as part of the management team advancing the mission and vision of the County Executive. The nature of this work is highly independent with high-level guidance from the DCAO and minimal daily oversight. The incumbent will work with all levels of management in County government advancing the operational goals of the Government Operations Cluster, and will, at times, appear on behalf of the Deputy Chief Administrative Officer. The incumbent will regularly be exposed to information that is confidential by law and/or policy and will be required to sign a confidentiality agreement and keep all confidences throughout the course of their work.What You'll Do:
Liaison and Representative
  • Acts independently as liaison and representative of the Deputy Chief Administrative Officer (DCAO) with departmental/agency leadership, regional agencies such as WSSC and SCD, employees and the public.
  • Ensures the DCAO is represented at meetings, conferences, task forces, and other functions in a professional manner which reflects positively on the Office of the County Executive.
  • Assists in the formulation and interpretation of policies and procedures and leads the DCAO's office in the execution of these policies.
  • Facilitates the DCAO's management and supervision of agency directors and other direct reports.
  • Ensures that policies and procedures are established and/or updated to facilitate implementation of County Executive mission and vision.
  • Maintains a thorough knowledge of cluster operating programs, projects, and tasks to ensure timely accomplishment of operational missions.
  • Works with direct reports to provide coordination, information exchange, problem resolution and programmatic tracking.
Legislative Review
  • Coordinates and performs senior level work reviewing and commenting on County, State and Federal legislation relevant to the cluster and/or County Executive.
  • Works closely with the County's intergovernmental affairs team to ensure operational impacts of legislation are understood.
  • Works with agency directors and staff to testimony, when appropriate, before legislative bodies.
  • Leads the coordination and review of legislation assigned to the DCAO.
  • Identifies positive and negative operational impacts within proposed legislation, working with the intergovernmental affairs team to amplify the positive and reduce the negative in a timely fashion.
  • Coordinates with agency directors and other stakeholders on identifying and drafting operational impacts.
Special Projects
  • Coordinates senior level work of reviewing and commenting on special projects (i.e., budget, task forces, resolutions, workgroups, and programs) assigned to the DCAO.
  • Manages ongoing special projects and assignments to keep the DCAO informed of progress.
  • Leads the coordination and resolution of the special projects as directed by the DCAO.
  • Identifies barriers to the success of special projects and proactively identifies solutions and modifications to achieve success.
  • Elevates programmatic issues or concerns to the DCAO for resolution or intervention to ensure timely completion of projects.
Communications
  • Liaises with the public and other external stakeholders on behalf of the DCAO and/or County Executive.
  • Communicates effectively and professionally with the public and other stakeholders.
  • Ensures citizen inquiries are timely responded to and contain relevant responsive information from DCAO and/or Agency Directors.
  • Performs duties and tasks that may not be specifically listed but are included in the classification level typically associated with this class of work.
What You'll Need:
  • Master's Degree in Public or Business Administration, or related field.
  • Three (3) years of responsible experience in governmental activities to be specified based on position assignment.
  • An equivalent combination of education, training, and experience will be considered.
Preferred Qualifications:
  • Juris Doctorate.
  • Judicial Clerkship, Legislative Internship/Staff experience, or other substantive experience interpreting the laws of Maryland.
  • Ability to work independently in a fast-paced environment and achieve results with minimal supervision.
  • Ability to coordinate a diverse range of assignments, being able to quickly transition assignments to meet the most pressing needs.
  • Ability to communicate effective both orally and in writing and be particularly skilled in speaking before groups.
  • Ability to establish and maintain effective working relationships with governmental, legislative, community, and business groups.
  • Ability to research various topics and compile facts and data accurately.

CONDITIONS OF EMPLOYMENT:Upon selection, the candidate must:
  • Possess and maintain a valid driver's license.
  • Meet all training and performance standards and demonstrate proficiency as required by the agency.
  • Wear and use agency protective apparel and equipment in the performance of their assigned duties.
  • Participate as an "Essential" employee in the department's snow and ice control program and other emergency or special activities as assigned.
DURATION OF ELIGIBILITY: Candidates will be selected from a temporary register of eligible candidates, which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
