Job description

The Division of Petroleum Market Oversight (DPMO or "Division") at the California Energy Commission seeks a Deputy Chief Economist for the DPMO's Economic Branch. The Deputy Chief Economist will play an integral role in DPMO's economic analysis: developing analytical and econometric models, analyzing proprietary data, exploring petroleum market structure and firm behavior and preparing public-facing white papers, reports, and presentations. The Division is the first-in-the-nation petroleum market oversight agency, providing the Deputy Chief Economist the opportunity to work directly with the state's principal energy policymakers and make a positive impact for the people of California.
Under the general direction of the Chief Economist of the Division of Petroleum Market Oversight (DPMO), the incumbent performs at the advisor level and serves as a top subject matter expert on petroleum markets, regulation of transportation fuels, and decarbonization policy at a high degree of independence, initiative, and judgement. The incumbent is required to determine the scope and parameters of our research and perform the most complex research and data analysis projects involving (a) the development of innovative or undefined methods for collecting, analyzing, and reporting data, (b) identifying new strategies or sources for collecting data, (c) coordinating data migration efforts, and (d) assessing patterns to forecast future impacts and trends. The incumbent conducts a higher degree of broad analytical and comprehensive work requiring specialized expertise and a diverse set of skills. The incumbent may serve as a liaison for divisions and units. The outcomes are used to advise the Director of DPMO and other state leaders concerning transportation fuel markets and California's ongoing transition to renewable energy sources.
The Deputy Chief Economist will be a key collaborator within the DPMO in setting project priorities and developing economic and quantitative analyses and analytical processes. This work will help implement the assessments and transition plans called for by Senate Bill X1-2 and support petroleum market oversight. The Deputy Chief Economist will apply economic theory and expert knowledge of statistics, data, and modeling techniques to devise methodologies and improve the core analytical capabilities needed to meet the wide range of state mandates and priorities involved in transportation fuels modeling. These core capabilities include economic and econometric modeling, data analysis, research, policy analysis.
A candidate with a Ph.D. or extensive training in economics or a related field is preferred. The ideal candidate will have experience with applied econometric work using panel and/or time series models. Experience in consulting, industry or public policy will also be considered.

Working Conditions
The CEC supports a hybrid workplace model with office- and remote-based workers. Limited in-person attendance and occasional travel may be required based on need. Regular and consistent attendance is essential to successful performance. This position is remote-based, which means the incumbent works 50 percent or more of their time from an alternate work location.

DPMO was created through a special legislative session in 2023 and is the first-in-the-nation government watchdog focused on transportation fuels. DPMO is housed within the California Energy Commission (CEC), the state's primary energy policy and planning agency, which is leading the state to a 100% clean energy future.
