Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
The Deputy Chief Equity Officer is a dual facing role serving LAHSA (internal) and the Continuum of Care (external). Reporting directly to the CEO, the DCEO serves as a member of the Executive Leadership Team, partnering with other senior leaders to develop and drive forward LAHSA's equity initiatives, framework and plan, both internally and externally. As the rise in homelessness is both a national and regional trend and the Los Angeles CoC continues to be negatively impacted by systemic racism, the DCDEI will drive more diverse, anti-racist, equitable, and inclusive strategies at LAHSA and across the CoC network. The incumbent shall be inspiring, collaborative, courageous, innovative, and a visionary leader with outstanding people and leadership skills.
The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.
  • Provides strategic leadership to the Director of Equity to drive LAHSA's Equity Strategy, supporting all programs and system infrastructures in building equity practice and culture.
  • Oversees the development of culturally specific and culturally responsive policy and service delivery models, as well as creating standardized guidelines and criteria for Culturally Responsive and Specific programming withing the homeless ecosystem.
  • Develops, implements, and reports on an organizational equity plan in partnership with key stakeholders.
  • Collaborates with the Data & Analytics teams to develop and monitor Key Performance Indicators and analyze and share observations regarding programmatic practice and innovation, internal and external DEI metrics, and organizational culture and practice.
  • Drives LAHSA's equity vision, including implementation within the service provider community, to create, benchmark, and monitor achievement of Equity goals and strategies mapping to them.
  • Leads LAHSA collaboration with the City of Los Angeles and the County of Los Angeles' Anti-Racism, Diversity, and Inclusion (ARDI) Initiative on evaluating CoC equity practices, strategies, and solutions.
  • Ensures alignment among various programs and systems and strategic integration to support the unique needs and opportunities of marginalized populations.
  • Develop consistent communication and feedback mechanisms to ensure the agency can identify, discuss, and address equity issues impacting our participants, service providers, staff, and the public at large.
  • Create systems and processes for technical assistance to agency leaders and other identified CoC work groups regarding cross-cultural communications and collaborations.
  • Stay abreast of best practices in diversity, equity and inclusion, particularly among people experiencing homelessness, and infuse/adapt forward-thinking strategies to the larger CoC network.
  • Partner with LAHSA's Communications Department to share our commitment, practices, and accomplishments more broadly.
  • Partner with LAHSA Government Affairs Department to respond to events that impact our communities and develop public policy priorities and strategies.
  • Spearhead LAHSA's Ad Hoc Committee on Diversity, Equity, & Inclusion (DEI) and other working groups to ensure participants, service providers, and staff voices are incorporated into equity strategy and practice.
  • Performs other duties and special projects, as assigned.

Key Qualifications:
As a prerequisite, the successful candidate must believe in the mission and core values of LAHSA and demonstrate a passion for breaking new ground to lead social change. The DCEO should possess a proven track record in managing within a complex organization, and the ability to both lead and build the capabilities of a driven, bright, and diverse team.
The ideal candidate will have proficient executive leadership skills and abilities, including managerial courage, dealing with ambiguity, strategic agility, and innovation management. Expertise and a minimum of 5 years' experience in diversity, equity and inclusion within a large-scale organization, public and/or government entity is required.
  • Exceptional Leadership and managerial skills.
  • Knowledge of advanced theories and principles related to the area of DEI.
  • Excellent communication and interpersonal skills to build relationships and influence stakeholders at all levels.
  • Evidence of success engaging with marginalized communities, including but not limited to women, people with disabilities, people of color, LGBTQ+, and others.
  • Proven track record of driving successful structural transformation and systems change.
  • Ability to track data, strong analytical skills, and aptitude in developing reports and presenting metrics.

  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
  • Proven professional experience and educational background.

Schedule
  • The Chief Executive Officer or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA's business needs.
