    Job Description

    Under the general direction of the Chief Probation Officer (CPO), the Assistant Chief Probation Officer (ACPO) at the San Francisco Adult Probation Department (SFAPD), demonstrates a high level of leadership, enthusiasm, professionalism, and autonomy to organize, plan, and manage the day-to-day activities of the Adult Probation Department and ensures that the activities and personnel of the department comply with departmental policies, methods, and procedures.

    Examples of Important and Essential Duties, Including but Not Limited To:

    Formulates strategic plans for the rehabilitation of clients and ensures staff safety. Supports and acts on behalf of the CPO to collaborate with various agencies, law enforcement bodies, stakeholders, and community groups regarding the commitment of the department to develop and implement meaningful programs, services, and initiatives. Analyze staffing and performance data to forecast and make recommendations to the CPO of how to ensure equity and efficiency within operations.

    Develops and trains staff as appropriate and required, as well as assists the CPO in the operations of key divisions within the department. The ACPO will assist in the preparation of the annual budget for personnel and non-personnel services covering the various activities of the department; subsequently, supporting the CPO to control expenditures within limitations of authorized appropriations. The ACPO will remain current with trends related to leadership development, reimagining criminal justice design, technological advancements, and emerging practices supported by the evidence to support staff and to help further the mission of the department.

    Ensures that staff wellness, professional development, and engagement is prioritized and practiced at all levels of the organization. Promote employee recognition. Confers and designs strategies with subordinate staff regarding effective methods to assess and achieve balanced work performance, feedback, and evaluation. Ensures subordinate staff manage and produces data and supporting documentation in the preparation of required periodic reports of department operations and the maintenance of required records and files. Directs the development and implementation of timely goals, initiatives, departmental programs, policies, and strategic plans in areas of responsibilities; properly manages the allocation of resources and overseas appropriate service levels.

    Ensure grievance and discipline practices are in alignment with MOUs. Sets objectives and monitors the performance of subordinate staff engaged in defined activities; assist to establish departmental policies and procedures pertaining to departmental personnel management; assists with overseeing internal affairs and investigates citizen complaints, coordinates complaint resolution, recommend corrective actions and represent the department with City Attorney and other agencies; consults with the Mayor and/or Board of Supervisors staff on behalf of the Chief when needed to assist in area of responsibilities, coordinates with other City departments in addressing service needs.

    May represent the Department before or provide information to commissions, boards, committees and representatives from federal, state and local agencies, organizations, and the media; lead division directors and managers to discuss program problems and issues; establishes project priorities, reviews management reports to monitor program status; evaluates service levels and performance standards; and advise staff on current developments, personnel matters, and policy or procedural changes.

    The Assistant Chief Probation Officer must be willing to work non-traditional hours including evenings and weekends that may be conducted in the office or in the field and may be required to be armed.

  • Qualifications

    Qualifications

    1. Possession of a Baccalaureate Degree from an accredited college or university with a major in Criminology, Corrections, Social Work, Psychology, Sociology, or a closely related field, i.e. Juris Doctorate (JD).

    2. Five (5) years of full-time (or the equivalent of full-time) supervisory experience in field services, institutional work, related special programs in a California County Probation Department or California Corrections Facility, government agency, or an equivalent combination of training and experience.

    Possession of a Master’s Degree from an accredited college or university with a major in Criminology, Corrections, Social Work, Psychology, Sociology, a JD, or a closely related field may be substituted for one year of the required general supervisory experience.

    All applicants must meet all minimum standards for Peace Officer under Section 1031 of the Government code:

    (a) Be a citizen of the United States or a permanent resident who is eligible for and has applied for citizenship, except as provided in Section 2267 of the Vehicle Code.

    (b) Be at least 18 years of age.

    (c) Be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.

    (d) Be of good moral character, as determined by a thorough background investigation.

    (e) Be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university

    DESIRABLE QUALIFICATIONS :

    1. Knowledge of: the legislative process and forecast implications for operations. Emphasis on knowing existing codes, ordinances, laws, regulations, and evidence based practices relating to the operation of the Probation Department; principals, trends and techniques in the delivery of Adult Probation services; organization of the Superior Courts regarding court jurisdiction, operations, policies and procedures.

    2. Ability to: interpret, apply, and monitor the performance of staff to adhere to codes, ordinances, laws, and regulations relating to the functions and duties of a Probation Officer, and the legal rights and obligations of the adult offender; plan organize, direct, and coordinate the overall activities of a division, including developing and implementing policies and procedures; manage conflict; utilize effective organizational practices; internal affairs; demonstrate superior written and oral communications skills.

    3. Experience leading staff that are responsible to develop and implement training programs that includes trainings specific to sworn staff to remain in compliance with law changes, professional development, and policy.

    4. Experience leading staff with uplifting programs and initiatives internally and externally with project stakeholder that support the organization’s mission and vision.

    5. Experience with advancing equity and inclusion through trainings, policy development, service delivery, etc.

    ADDITIONAL REQUIREMENT : Completion of any state mandated trainings to meet the requirements of being a sworn officer must be completed within one year after hire date. Must pass POST law enforcement background investigation.

    NOTES:

    1. Prior to appointment, the candidate will be investigated to determine their general fitness for this position. Employees in this classification are peace officers and must meet POST standards and comply with laws applicable to peace officer positions. Conviction of a felony or of a crime that would have been a felony if committed in California is a bar to employment as a peace officer. (California Government Code sections 1029 and 1031)

    2. A psychological examination will be required of any new hire prior to appointment. This examination will consist of written tests and a clinical interview to determine the candidate’s fitness for work as an Assistant Chief, Adult Probation.

    Additional Information

    COMPENSATION:

    Compensation Range: $148,304-$189,306 (Range A)

    Appointments above the maximum of the Range A will be considered based on documented and substantiated recruitment and retention issues or exceptional skills, and require special approval process.

    Range B: $189,332 - $219,154
