Job description

Class Summary

Under general direction of the Fire Chief, performs work of unusual difficulty in the direction of all activities and operations of the municipal Fire Department including planning, direction and modification of all departmental operations and activities; is responsible for all department operations in the absence of the Fire Chief; makes recommendations for recruitment of personnel, purchasing of equipment, preparation and execution of budgets, and performs other work as required.

Representative Duties

Approves, plans and schedules for all Fire Department operations: reviews or makes assignments of personnel and equipment; evaluates the need for and approves the purchase of apparatus and equipment; reviews and recommends for adoption of fire prevention codes, regulations, and inspection procedures; responds to major alarms and disaster calls and directs fire fighting and service activities at the scene of major fires and disasters; plans and reviews all departmental operations and establishes performance requirements; assists in planning physical plant requirements including the location of fire stations and assists the appropriate Civil Service Commission in its work in the development of personnel requirements; performs extensive public contact explaining the operations of the department; attends conferences and seminars relating to Fire Department operations; works with public safety groups and agencies in coordinating work; prepares department budget and reviews the execution of budgets; assigns and prepares special reports.

Minimum Qualifications
Qualifications:
Served at least three (3) years with the Bakersfield Fire Department.
Training and Experience:
Graduation from high school; completion of A.A. Degree in Fire Science; 12 years of fire fighting and fire department administration experience; or an equivalent combination of training and experience which provides the capabilities to perform the described duties.
Knowledge, Skills and Abilities:
Comprehensive knowledge of pertinent Federal and State laws and City ordinances; policies, rules and regulations of the Fire Department; use of fire records and their application to the solution of the fire problem; principles, practices, and procedures of modern fire science and administration. Considerable knowledge of standards by which the quality of fire service may be evaluated; organization and functions of local Municipal, County, State and Federal laws concerning fire department firefighting, fire prevention, and alarm activities.
Ability to:
initiate, budget for, plan, and carry out programs of fire department administration and in-service training; communicate effectively orally and in writing; provide leadership under emergency conditions.
Licenses or Certificates:
Possession of a valid California driver 's license.
Effective January 1, 1998:
Possession of an Associate of Arts/Science Degree plus experience other than Suppression*, OR an Associate of Arts/Science Degree plus twenty (20) Upper Division Semester Units, OR Bachelor of Arts/Science Degree from an accredited college or university, OR eighty (80) Semester Units toward a Bachelor of Arts/Science Degree; and completed five (5) classes towards Chief Officer Certificate.
Effective January 1, 2001:
Possession of an Associate of Arts/Science Degree plus experience other than Suppression*, OR an Associate of Arts/Science Degree plus forty (40) Upper Division Semester Units, OR Bachelor of Arts/Science Degree from an accredited college or university, OR one-hundred (100) Semester Units toward a Bachelor of Arts/Science Degree; and completed seven (7) classes towards Chief Officer Certificate.
Effective January 1, 2005:
Possession of a Bachelor of Arts/Science Degree from an accredited college or university; experience other than Suppression*; and completed Chief Officer Certification.
  • To include any staff position or assignment detailed by the Fire Chief or his/her designee. (i.e. Training, Fire Prevention, Arson, Public Information Officer, Administrative position, etc.)

Effective January 1, 2005:
possession of a Chief Officer Certificate.

VACATION: Accrual rate is determined by bargaining unit.
1-4 years of service: 10 days per year.
5-13 years of service: 15 days per year.
14+ years of service: 20 days per year.
VACATION - FIRE SAFETY SHIFT PERSONNEL ONLY:
1-4 years of service: 4.68 (24-hr. duty shifts)
5-15 years of service: 7.02 (24-hr. duty shifts)
16+ years of service: 9.36 (24-hr. duty shifts)
HOLIDAYS: 13 paid holidays per year.
SICK LEAVE: Earned at the rate of one working day per month of service to a maximum of 120 days; portions therafter may be convertible.
ADMINISTRATIVE LEAVE: 10 days per year for General Supervisory and Management employees.
INSURANCE: The City and the employee share contributions for premiums for health insurance coverage. The City provides life insurance benefits based on bargaining unit. Visit the City's Employee Benefit website for detailed information (rates and plan information).
RETIREMENT: Benefits are provided by the City's participation in the Public Employee's Retirement System (PERS). 2% @ 62 for new hire Miscellaneous and 2.7% @ 57 for Safety (Fire & Police). Visit the City's Retirement website for additional information.
