Position Summary:
Under the direction of the Area Manager, assists with the overall planning and operations of the Head Start, Early Head Start, Migrant Seasonal Head Start program and ensures quality services to children and families including children with disabilities. Responsible for monitoring the implementation of CYFS program policies and procedures requirements in the centers and/or providers homes. Monitors compliance with Migrant and Seasonal Head Start Performance Standards and State and Local regulations. Supports CAPSLO mission by ensuring the CYFS program are operating efficiently and that children are receiving quality services through CAPSLO.
Required Education and Experience:
  • Bachelor's degree in child development/early childhood education or related field.
  • Three years teaching experience with children ages 0-5 in a licensed setting.
  • Must have, or obtain, training in adult learning.

License & Certifications:
  • Valid California Driver's License and reliable insured vehicle available for business use (mileage reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required.
  • Must possess a Child Development Teacher Permit or higher.
  • Must provide certificates of completion of approved pediatric first aid and pediatric CPR training within (30) days of hire. Employee is responsible for renewing and maintaining a valid CPR/first aid certification at all times.
  • Must complete Safety Training (Performance Standard; 1302.47) within three months of hire.
  • Must complete (16) hours of training on preventative health practices, as required by Health and Safety Code.

Essential Functions:
  • Using all Quality Assurance Tools, monitors all program options ensuring program compliance with Head Start Performance Standards.
  • Monitors in the assigned area by conducting regularly scheduled and unscheduled visits.
  • Ensures that each program options establishes and maintains records and files in compliance with confidentiality requirements.
  • Participates in the program's Self-Assessment using the Head Start Program Review instrument.
  • Ensures daily that the overall program quality offered at the Center Level adheres to all State laws and licensing regulations, the Federal Head Start Performance Standards, CAPSLO personnel policies and procedures and instructions from the Area Manager.

Responsibilities and Duties:
  • Develops and maintains the Google Drive Monitoring System.
  • Provides and assists orientation and training to staff.
  • Keeps the Area Manager informed of any problems or concerns related to the operation of the centers.
  • Provides reports on of monthly monitoring to the Area Manager.
  • Observes instructional staff's guidance techniques with children and offers support when appropriate.
  • Must maintain confidentiality at all times.
  • Acts as a member of the CYFS team.
  • Must use reasonable precaution in the performance of one's duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times, maximum safety to one's self, fellow employees and children.
  • Performs and completes all duties as assigned.

Knowledge, Skills, and Abilities:
Knowledge
  • Must have knowledge of and the ability to comply with applicable laws and regulations.
  • Must be knowledgeable of activities, literature, and other program contents appropriate for bilingual/multicultural education.
  • Must have knowledge of developmentally appropriate activities, literature, music and movement, multi-cultural, anti-bias/bilingual curriculum and other program content.
  • Must have knowledge of the monitoring system.
  • Must have knowledge of CLASS & ERS.

Skills
  • Must have strong computer skills, with knowledge of MS Office, Word, Excel, data management software, and web-based applications.
  • Must demonstrate sound judgment, supervisory and administrative skills.
  • Must be skilled in evaluation and implementation of educational lesson planning for groups and individuals, some of whom are individuals with disabilities.

Abilities
  • Must demonstrate ability to provide training and support for staff and parents in early childhood education including child growth and development, guidance techniques, child observation and assessment, multicultural, individualized programming, and curriculum development.
  • Must have the ability to assist infant and child needs.
  • Must be self-motivated and able to work with a minimum of supervision
  • Must be able to direct the work of others, when applicable.
  • Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual orientation, disability or socio-economic level.
  • Must understand, uphold, and continue working toward accomplishing the mission, strategic goals and performance measures of the agency.
  • Must be able to organize and maintain accurate record-keeping and reporting.
  • Must be able to recognize emergencies and areas where action is necessary.

Supervisory Responsibility:
This position has no direct supervisory responsibilities.
Work Environment:
This job operates in a professional office and/or classroom environment. Additionally, this role routinely uses standard office equipment such as computers and phones.
Physical Demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Physical
  • Must be able to lift and carry up to 30 pounds, and have unrestricted use of the upper and lower body.
  • Bend, squat, reach, kneel, and climb stairs.
  • Position requires intermittent sitting, standing, walking, twisting and bending for long periods of time.
  • Ability to move from a sitting to standing position quickly, safely, and without difficulty.

Vision
  • Vision within normal ranges

Hearing and Speech
  • Corrected or uncorrected hearing
  • A clear speaking voice and other abilities necessary to ensure child safety in the classroom, other areas and when in the community.

Travel:
Must travel out of county and out of the state throughout the year for cluster meetings and training provided by the Child Family Services Division of CAPSLO. Must have dependable, insured transportation and valid California Driver's License (mileage to be reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required.
Additional Eligibility Qualifications:
  • Must be at least 18 years of age by date of hire.
  • Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792.
  • Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or have an approved exemption.
  • Must complete a health screening physical completed within 30 days prior to employment and a current TB skin test/Chest X-Ray.
  • Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required prior to employment.
  • Upon hire agency staff will check the Megan's Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Program administrative staff will check the website annually to ensure all program staff are cleared to work.
  • Must meet the Head Start Performance Standards and State requirements.
  • Employment in Head Start, Early Head Start and Migrant and Seasonal Head Start Programs is contingent upon approval of the Policy Council.

Compensation and Benefits Package
Medical, Dental, Vision, Flexible Spending Plan
CAPSLO offers benefits through a group medical, dental, vision, flexible spending account, life and AD&D insurance program. CAPSLO pays the full amount (100%) of the premiums to cover full-time employees, and half (50%) of the premiums to cover eligible part-time employees. Eligible employees may elect, at their own cost, to have medical, dental and vision insurance coverage for their dependents. Additionally, CAPSLO offers a Long Term Disability ("LTD") insurance program for eligible employees.
Retirement Savings Plan
CAPSLO offers eligible employees the opportunity to contribute a portion of their earnings to a Section 403(b) Retirement Plan. Employees are 100% vested upon enrollment into the plan. CAPSLO matches 60% of every dollar contributed up to an annual maximum of 15% of your annual salary (not to exceed IRS limits) after 6 months of employment.
Holidays
Twelve paid holidays during the course of the each calendar year. Employees also receive one extra workday off with pay as a "Personal Holiday."
Vacation/Sick Leave
CAPSLO awards 80-160 hours of vacation annually with a maximum accrual of 320 hours, depending on years of service. Paid Sick time is accrued at 8 hours per month (based on weekly hours) with a maximum accrual of 280 hours. CAPSLO also offers the opportunity to convert unused sick time to vacation and a vacation cash out for eligible employees once a year.

CAPSLO offers additional benefits including employee assistance program (EAP), reduced rates for pet insurance, reduced rates for cellular phone service, reduced rates for car rentals, and additional time off for positions classified as exempt, and workers' compensation insurance.
