Description
This position is responsible for varied clerical assignments related to the mental health department with the primary duties of:
(1) Assisting in activities surrounding the involuntary mental health court commitment process and
(2) Providing clerical support for mental health program specialists.
This position reports directly to the Administrative Assistant for the Mental Health and Developmental Services Administrator.
Essential Duties and Responsibilities
The individual in this position is responsible for those mental health department activities that require support services and include but are not limited to:
•Scheduling of mental health involuntary commitment hearings for Luzerne and Wyoming Counties.
•Contacting court personnel, legal counsel and psychiatric hospital staff of scheduled involuntary commitment hearings.
•Assuring legal counsel, psychiatric hospital staff and out-of-county court coordinators are informed of date and time of hearing.
•Assuring that legal mental health procedures are adhered to by psychiatric facilities.
•Assuring that out-of-county court personnel adhere to legal mental health procedures of the Luzerne and Wyoming Counties' court system when hearings are
requested on behalf of another county.
•Preparing orders for mental health court hearings that are presented in motions court and filed by the mental health attorney. In the event the mental health attorney
is unavailable, this employee assures judges' signatures are obtained on orders and filing is completed in court.
•Reviewing orders for involuntary psychiatric commitment hearings, mental health petitions and Act 77 forms to assure completeness and accuracy.
•Assuring orders for involuntary psychiatric commitment are received, reviewed for accuracy and distributed to legal counsel and psychiatric facilities.
•Preparing and generating tracking sheets for the mental health review officer and public defender.
•Maintaining a calendar and record of expiration dates of long-term involuntary court commitments and Act 77's.
•Compiling, preparing and generating monthly and annual reports regarding court activities and psychiatric hospitalizations.
•Assuring Act 77 forms and Certified Requests are submitted to Pennsylvania State Police in a concise, accurate and timely manner.
•Scheduling of court ordered independent psychiatric evaluations.
•Providing typing, filing, photocopying and operating of office machinery and other clerical services as required.
•Transcribing dictation, from handwritten notes, oral dictation recording equipment, as required by program staff of the mental health department.
•Attending assigned meetings which require concise and accurate composition of meeting minutes and distributing minutes to participants in a timely manner.
Preparing and distributing meeting notices and agendas in a timely manner. Scheduling meetings through Outlook calendar/Microsoft Teams and coordinating
meeting dates with required participants. Scheduling appropriate conference rooms or virtual platforms for meetings, photocopying and distributing meeting
materials. Assuring conference room and virtual equipment are ready for meeting use.
•Assisting in opening, processing and distribution of daily office mail and faxes as needed.
•Assisting the mental health department in all clerical and support aspects specific to the development and submission of the annual plans and reports.
•Assures all delegate information is entered on a timely basis in accordance with established protocol/procedure.
•Maintaining the mental health department filing system.
•Compiling, reviewing and preparing the monthly Voter Registration data from the Base Service Unit for submission to the state.
•Assisting in answering calls received through the main office, delegate and mental health telephone lines. Transfers phones to and from after-hours service as
needed.
•Assisting the Clerk Typist 3 in the Fiscal Department as back up in logging invoices that are received through the centralized accounts payable email and assuring all
invoices are processed and distributed appropriately for timely approval and payment.
•Assists the Administrative Assistant 2 for the MHDS Administrator with necessary duties assigned in their absence.
•Preparing and generating all monthly and annual statistical reports and assures all information is accurate and complete.
•Performs other related duties as required/assigned.
Required Knowledge, Skills and Abilities

ELIGIBILITY OF CANDIDATES:
1.) Meet the minimum experience and training (MET'S) required for this position:
  • Six months as a Clerk Typist 2, and educational development to the level of completion of high school; or
  • One year of progressively complex clerical typing experience and completion of high school; or
  • Six months of moderately complex clerical typing work and completion of a post high school business curriculum; or
  • Any equivalent experience and/or training which provided the required knowledges, skills, and abilities.
2.) Be a resident of Pennsylvania.

4.) Be eligible for selection in accordance with the merit system employment regulations

SELECTION CRITERIA:
1.) Meet the minimum experience and training required for the job.

2.) Meritorious Service, defined as:
  • The absence of any discipline above the level of written reprimand during the 12 months preceding the closing date on the posting,
  • The last due overall regular or probationary performance evaluation was higher than unsatisfactory
  • 3.) Seniority, Defines: A minimum of twelve months in the next lower class(es) by the closing date of this posting 03/11/2024

I. Medical Insurance
The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the County's medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.
II. Vision and Prescription

III. Dental Coverage

A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.
V. Retirement
All full-time employees and part-time employees working more than 1,000 hours per year qualify for Luzerne County retirement benefits, in which employees must contribute 5% of their earnings, and may choose to add to an additional voluntary contribution, not to exceed an additional 10%.
