Job Description
GENERAL PURPOSE
The Clerk Typist 2 - MH/EI/DP position provides clerical services to the Mental Health/ Early Intervention/Developmental Programs (MH/EI/DP) unit Administrative Staff, Casework Supervisors, and Caseworkers. Perform as Clerk Typist/receptionist requiring independent judgment and decisions on a daily basis for assigned unit, including assisting the units with special projects and serve as backup to the other units as needed. Specifically, skills are required to prioritize the workload.
SUPERVISION RECEIVED
This position reports directly to the MH/EI/DP Clerical Supervisor 2.
SUPERVISION EXERCISED
This position is not responsible for the supervision of other employees.
ESSENTIAL DUTIES OF THE POSITION
Using a personal computer, may transcribe and type correspondence and various documents of a technical nature, create forms, letters, memos, may type up minutes from dictation, as well as, handwritten reports. Creates envelopes and labels for packets and mailings. Proofreads all finished work for accuracy.
Performs other related clerical duties, i.e. filing, purging, scanning, linking, maintaining copiers and printers, scheduling a service call, if required, etc.
Process yearly provider contracts via Dropbox, may prepare synopsis packets, obtaining and maintaining current insurance copies, and monitor status of contract routing in Care Tracker and clerical contract tracking sheet. May require assisting new providers and adding them to the PELICAN system.
Obtain a working knowledge of the State computer system to assist with daily clerical tasks.
Transfer calls and take messages for staff, as needed. Calls may be of an urgent nature or in some cases calls may need to be screened. Serve as a backup for the DHS phone system, as needed.
Updates and prints new sign-in sheets on a weekly/monthly basis to maintain the binder for the unit.
Responsible for opening, distributing, and processing the incoming mail per the unit's procedures. Responsible for postage meter usage, posting outgoing mail, and, on occasion, may drop off mail at the post office. Clerical is responsible for the drop off/pick up of mail to/from the Government Center once a week.
May assist with registration and hotel reservations for trainings, travel arrangements, maintaining the supply closet, and ordering requested office supplies, possibly with an agency purchase card.
May attend meetings, as requested, to take and distribute the minutes.
Performs out of office and other related duties on occasion.
In addition to the above duties, direct unit duties may include:
MH Clerk is responsible for prepping the petitions for the MH hearings and conducting the Zoom meetings every Tuesday and Friday morning, or as scheduled.
EI Clerk completes all EI Bureau of Disability Determination (BDD) requests, all requests for records, taking referral information that comes directly to the EI unit, process consumer evaluations and updates, sends and process prescriptions for EI services, and maintain the build of the intake packets.
DP Clerk is responsible for directing referrals that come directly to the DP unit to IRES for processing, may attend meetings, take and distribute minutes, maintain the build of the intake packets, schedule Fair Hearing Requests, and process mailings to consumers.
Maintains confidentiality in the performance of duties and responsibilities in dealing with client records, information, and contact. Confidentiality is to be maintained at all times in accordance with current regulations and policies.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION & EXPERIENCE - Completion of a high school, or general equivalency diploma; AND
Six (6) months as a Clerk Typist 1 and educational development to the level of eighth grade; OR Completion of a high school business curriculum which included at least one typing course; OR Any combination of equivalent experience and training.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.
Must be able to type, operate a calculator, transcriber, copier, printer, and a postage meter.
Must have extensive experience with computers and ability to learn County provided software/programs, including Microsoft Excel and Word.
Will process a variety of documents, which include the verification of information, correspondence, interpret input forms, computer printouts, contracts, reports, itineraries, agendas, miscellaneous transactions, transmittals, and performing arithmetic calculations.
Will be required to proofread work for grammatical format and substance prior to mailing.
Work may involve providing training and guidance to new employees and fulfilling a lead worker role for routine clerical operations.
Employees work with considerable independence within standard operating procedures.
Knowledge of standard office procedures, practices, conduct and actions necessary in maintaining good working relationships.
TOOLS AND EQUIPMENT
Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.

I. Medical Insurance
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plans varies by the coverage selection and number of dependents; and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the County's medical insurance if proof of coverage through the spouse's employer is provided. Under this arrangement, the employee is provided with an annual $1,500.00 opt out payment.
II. Vision and Prescription
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Coverage under the vision plan varies and depends upon the employee's choice of doctor and frame selection.
III. Dental Coverage
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member.
IV. Life Insurance
A life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $20,000 is afforded to all eligible employees.
V. Retirement
All full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%. Additionally, employees may participate in an optional deferred compensation plan (457(b)) which may provide present tax advantages and future retirement savings. Such arrangements are made directly with the providers and the County will administer payroll deductions only.
