Key Functions and Responsibilities:
- Developing, implementing and directing the information technology efforts for the city, department leaders, constitutional officers, and other city partners.
- Responsible for the IT infrastructure, networks, telecommunications, audio visual systems, radio systems, technical support, security, office automation, end user devices, management of projects and a portfolio of systems and technical solutions across the enterprise.
- Advising the city manager's staff and department managers on IT systems and functional capabilities.
- Directing centralized mail distribution, records management and geographic information systems (GIS) programs.
- Staying abreast of new technology as it relates to city operations and services.
Examples of Work
- Examines the short and long-term needs of the City and identifies opportunities where IT solutions can help the organization more efficiently and effectively reach its objectives and makes recommendations to the City Manager and departments.
- Partners with City departments to establish short- and long-term technology maintenance, replacement and enhancement plans to improve City services.
- Leads the implementation of IT solutions throughout the organization.
- Ensures stable and secure operation of the City’s IT infrastructure and applications.
- Oversees the City’s IT systems and develops strategies for their integration and optimization.
- Plans, implements and directs the implementation, support, documentation, acquisition and maintenance of technology systems including in house developed solutions, vendor software and cloud-based solutions. Provides leadership to ensure that work is produced according to predetermined scope, schedule and budget limitations. Directs the preparation of specifications for business requirements and works with departments and IT staff in the creation and delivery of systems and services. Directs and manages projects according to client and city enterprise needs.
- Oversees day to day end user support and customer service.
- Represents the city at IT conferences and maintains personal contact with other local and state government IT managers and vendors. Monitors and reviews current systems and initiates changes as required utilizing appropriate techniques and services.
- Oversees a records management program according to state, local and federal ordinances, laws and guidelines. The program advises and educates departments on provisions of the program and available services and tools to create and efficient and effective management of records. Supports the development new processes, services, systems and tools as program needs change.
- Serves as the City's Information Security Officer. Oversees an IT security program and disaster recovery services for the City. Develops, implements and enforces security policies and procedures. Responsible for managing and overseeing a PCI compliance program. Coordinates with the City's Office of Emergency Management overseeing communications and IT operations supporting emergency activities.
- Oversees a centralized GIS supporting multiple departments. The service provides a standard addressing application and map layers used by all departments and integrates applications with the centralized GIS service.
- Responsible for the management of a shared public safety radio system and other communications services. Services are critical to City operations and require 24x7 operation and reliability.
- Supervises and manages a varied staff of professional, technical and clerical personnel. Makes management decisions concerning employee management. Initiates and approves personnel actions such as hiring, training, evaluating performance, disciplining and counseling. Oversees the management of the mail room services providing interoffice and postal mail delivery to departments.
- Formulates and manages the departmental budgets, project budgets and special technology budgets. Monitors and manages expenditures throughout the year. Manages IT procurements, acquisitions and contracts. Oversees rates and chargeback methods for services.
- Coordinates and assists with activities involved in the management of IT resources including executive level steering groups and line-level inter departmental technical support teams. Seeks collaborative solutions, partnerships and the effective use of personnel and investments in the selection, prioritization and deployment of technical solutions.
Qualifications
- Requires a Bachelor's degree in Computer Science, Information Technology, Business, Public Administration or a closely related field from an accredited college or university.
- Requires six (6) to nine (9) years of full-time equivalent, progressively responsible managerial experience in directing the staff and services of a major, multi-faceted local, state, or federal government Information Technology department.
- Requires extensive knowledge of the operation and effective management of IT infrastructure, applications development and support, service management, project management, IT planning and GIS. Some knowledge or records management and archiving, and radio systems.
- Certified Chief Information Officer (CCISO), Certified Information Systems Security Professional (CISSP), or other industry certifications strongly preferred.
- A Master’s degree in a related field of study is preferred.
- A combination of education and experience may be considered for this position.
Additional Requirements:
- Must possess a valid driver’s license and must have and maintain a satisfactory driving record based on the City of Hampton’s criteria.
- Must successfully pass a background check prior to any offer of employment or promotion.
- Requires the ability to plan and supervise the work of others; communicate effectively both orally and in writing with users and stakeholders of different backgrounds and disciplines; establish and maintain harmonious working relationships with city officials, employees and the public.
- Requires the ability to function as a team member and must be adaptable to performing effectively under moderate to high levels of stress. Requires the ability to embrace change and function as a lead agent of change within the organization.
Features
- This is a highly complex administrative and managerial position which requires the ability to formulate strategies, make organizational decisions which are consistent with goals and objectives established by City Council and City Manager, and implement those decisions into an efficient program delivery system.
- Involves extensive contact with the City Manager's staff, City Council, City Department Heads and employees.
- The incumbent will be considered “essential personnel” during City emergency situations or at the direction of the City Manager which may include long hours and unusual schedules.
- The incumbent must establish a principal residence within the city limits of Hampton and maintain residency during tenure in this position and must meet the residency requirement no later than twelve (12) months after placement in the position.
