PSE's Financial Planning & Analysis team is looking for qualified candidates to fill an open Business Performance Manager position!
Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description

The Business Delivery Manager, Business Performance Management (BPM) role is responsible for the management and oversight of multiple business analysis and integration projects as part of the company’s, most complex people, process, and technology endeavors to transform and improve PSE’s finance and business operations. Uses advanced utility finance and operations experience and specialized business analysis, project management, performance management and change management techniques to successfully execute assigned projects. Develops strategies for implementation and manages execution. Represents PSE to internal stakeholders, employee groups, customers, and regulatory agencies.  Leads teams of PSE employees, consultants, and contractor resources through all stages of a project from initiation through implementation and close-out. Utilizes leading practices for project management and provides technical expertise to others in managing projects, consultants, and contractors.


This is a selectively used job title reserved for the corporate transformational multi-year projects having:

  • Enterprise level technology implementation with significant finance and business process change management effort
  • Great complexity, large scope and high criticality

 

This role is expected to uphold the safety compliance standards inherent in PSE's operation and/or field procedures (as it relates to work responsibilities) and to promote and support a culture of total safety. 

Job Responsibilities
  • The Business Delivery Manager is responsible for leading a multi-disciplinary team working to design and implement enterprise-wide causally connected balanced scorecarding.  This performance management framework, while focused on PSE’s ‘North Star’ will require utilization of Lean’s Safety, Quality, Delivery and Cost (SQDC) lanes of measurement and be aligned to leadership’s relevant span of control.  
  • Lead analysis of existing reported KPIs within the organization and work to synthesize, rationalize and correlate measures through analysis, stakeholder collaboration and senior leadership interviews
  • Research proxy utility firms to gain insights toward building a leading, best practice performance measurement framework
  • Ensure recent changes to PSE’s regulatory landscape are incorporated into performance measurement, i.e. forward looking rate making and the required demonstration of equity in investment decision making (and lookback analysis)
  • Incorporate continuous improvement efforts arising from related Operational Excellence (OE) efforts into integrated work and financial management performance measurement
  • Employ value stream mapping and analytical techniques to create clear line-of-sight via causally connected balanced scorecarding.  These cascaded measures will describe the contributory relationship from VP (strategic objective) to Director (business segment objective/contribution) to Manager/Team-level (process inputs) while establishing clear accountability
  • Document, define and embed all works into standard processes and/or definitional documentation in accordance with data governance best practices
  • Lead team of functional analysts and technical developers to create robust, exception-based, ‘problem identifying’ dashboards with line of sight to required data discovery mechanisms/visualizations
  • Responsible for design and implementation of data driven, exception based reporting to help facilitate more effective and efficient leadership discussions and analysis in support of PSE’s Monthly Operational Review (MOR) process.  
  • Perform benchmarking studies to provide insights related to target setting and determine relative goodness of PSE in relation to proxy firms.  Make recommendations relating to adjustments to PSE’s targets based on industry analysis.
  • Drive project workflow to meet delivery milestones and when challenges arise, proactively manages expectation; works to mitigate scheduling impacts
  • Takes ownership of responsibilities while identifying and recommending improvements to processes, procedures and systems; that appropriately considers stakeholder and team feedback
  • Develops consensus around analytical approaches and cultivates ties across business groups
  • Serves as a data driven change agent and exhibits ability to take intellectual risks and tactfully challenge the norm (status quo) in search of transformational change
  • Ad hoc analysis as required
     
Minimum Qualifications
  • Bachelor’s degree in Project Management, Engineering, Business, Finance, Communications, other relevant four-year degree or equivalent combination of education and experience.
  • 7 years utility finance and accounting experience or comparable sector with at least 5 years managing substantial operations and/or playing a lead role providing business analysis, project management, change management and/or performance management services in support of complex major projects.
  • Demonstrated experience developing and implementing innovative new business processes, change management, and/or system integration.
  • Demonstrated competency with estimating, accounting and financial principles.
  • Ability to create a culture of accountability and effective employee engagement.
  • Strong oral and written communications skills including the ability to deal effectively with conflict and to explain complex things in a clear, simple and accurate manner.
  • Because projects vary, specific skills and competencies may vary according to the key demands of the project. For example, Project A may require special expertise in media communications while Project B may require advanced skills in contract management.
Desired Qualifications
  • 10+ years energy utility business analysis or comparable sector, project management, change management, performance management and/or relevant utility operations experience.
  • MBA or Master’s degree in finance
  • Supervisory or team leadership experience.
  • Demonstrated experience with KPI development; data visualization, exception based management, value stream analysis (process mapping, leading vs. lagging, etc.)
  • Lean / Six Sigma certification/training, and ability to demonstrate utilization of discipline(s) in practical applications, i.e. familiarity with safety, quality, delivery, cost (SQDC) balanced scorecarding, process/value stream mapping and other Lean problem solving techniques
  • Knowledge of estimating, utility accounting and finance principles.

The pay range for this position is $112,400.00  - $187,100.00, and this position is eligible for annual goals based incentive bonuses.
