This position is currently eligible for telework. This position is required to work in the office at least one day per week. This may change based on business needs. This position may also be required to facilitate meetings in person as needed.

Your opportunity at a glance
The WSLCB Director's Office is announcing an exciting opportunity for a Strategy & Performance Analyst (Management Analyst 5) position inOlympia, WA. This position reports to the Policy and Performance Manager.
This position supports the mission of the agency by helping the agency effectively use data to produce process improvement results that will benefit agency customers and employees. In this role, you will manage multiple complex projects and provide senior level analysis on the research, design, and implementation of an agencywide performance and portfolio management system. In addition, you will develop and monitor multiple tracking systems for agency strategic planning, legislative implementation, process improvement, and policies and procedures.

Duties
Some of the duties you will perform are:
  • Data Collection, Analysis, and Interpretation: Research, facilitate, and support the development, implementation, and maintenance of an agencywide performance management system. Collaborate with various teams to gather relevant data. Analyze the data to identify trends, patterns, and critical insights supporting agency operations. Prepare reports with clear and actionable insights for executive management.
  • Data Visualization: Utilize advanced data visualization tools and techniques to create interactive and visually appealing dashboards, charts, graphs, and maps.
  • Reporting: Develop accurate and timely regular and ad-hoc reports that comprehensively depict priority agency activities.
  • Performance Management: Establish and monitor performance measures to track the success of agency priorities and operations. Present findings to management and recommend actionable strategies for improvement. Identify and manage performance measures for Results Washington's Results for Performance Management (RPM) system.
  • Tracking and Analysis: Create cross-divisional processes for tracking and reporting performance management data. Coordinate and conduct tracking and analysis activities related to various projects and initiatives.
  • Problem Identification: Identify operational problems and assess deficiencies or difficulties in current processes.
  • Continuous Improvement: Explore innovative techniques to improve the quality and effectiveness of the performance management system and agency operations.
Strategic Portfolio Management:
  • Manage agency strategic portfolio management development, implementation, and maintenance.
  • Implement a strategic portfolio management process that enables an initiative intake process, development of objective assessment criteria, and formalization of a prioritization model that can be used as decision-making framework for agency management to assess and determine agency priorities and communicate decisions broadly.
  • Actively seek and manage contractor to consult and develop strategic portfolio management system. Effectively manage statement of work and results.
  • Work collaboratively across agency to ensure coordination of planning and initiation of portfolios and monitor progress, budgets, and schedules. This includes partnering with OCM, PMO, and IT Product Management.
  • Present results and recommendations to management and facilitate management prioritization and alignment.
  • Work with agency leadership to facilitate decisions on prioritization, timelines, and coordination for the management of enterprise-wide initiatives with cross-divisional teams to ensure agency goals are reached. Support agency strategic plan development and implementation, including measure development and action plan tracking within the strategic portfolio tool.
  • Independently and proactively seek to understand division, agency, and state strategic objectives, ensuring that systems and services maintain alignment whenever possible. Document and communicate where alignment is not met and facilitate the implementation of remediation and/or mitigation plans.

Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
Nine (9) years of professional experience conducting research and data analysis, performance measurement, strategic planning, and continuous improvement.
This experience must include the following:
  • Data collection, analysis, and interpretation
  • Data visualization and reporting
  • Performance management and measure development
  • Continuous improvement and problem-solving

Option 2:
An Associate's degree in business administration, public administration, law, public health, health administration, or a related field.
AND
Seven (7) years of professional experience as listed above.
Option 3:
A Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field.
AND
Five (5) years of professional experience as listed above.
Option 4:
A Master's degree or above in business administration, public administration, law, public health, health administration, or a related field.
AND
Three (3) years of professional experience as listed above.
Preferred/Desired Qualifications:
  • Two years of relevant and practical experience in facilitating continuous improvement initiatives with diverse groups. This includes continuous improvement methods to improve customer and employee satisfaction, solve problems, improve processes, and develop plans.
