Description
Summary/Objective
The Benefits & Payroll Specialist will be responsible for ensuring the accurate and timely processing of all payroll and benefit-related functions in compliance with company policies & procedures, and state, federal and local laws/regulations. This position will assist employees with benefits enrollment and questions, verify all insurance billing, maintain employee information in the HRMS, and ensure compliance with required benefit notices. This position administers leave management for all leave programs including Family Medical Leave Act, Oregon Family Leave Act, Americans with Disabilities Act, Long Term Disability, Paid Leave Oregon, USERRA, and non-medical leaves of absence, with specialized attention to interaction of leave laws. Work closely and has exceptional communication with the HR Department, Director of Human Resources, department managers and employees.
Essential Functions

  1. Administer employee benefit programs including but not limited to group health, dental, vision, flexible spending accounts, health savings accounts, accident and disability, life insurance and wellness benefits.
  2. Conduct benefits orientations for employees and develop training for self-enrollment system.
  3. Respond to employee qualifying event requests for benefit changes and ensure changes are entered appropriately in the current HRMS.
  4. Ensures the accuracy of all benefits enrollments and benefit plans set up in the HRMS to provide carriers the accurate eligibility information.
  5. Assist with the open enrollment planning, set up and execution on an annual basis.
  6. Compile and submit Cobra reporting information to the designated benefit carriers.
  7. Assist employees with health, dental, vision life and other related benefit questions.
  8. Provide support with monthly upkeep of ACA and annual 1095 approval process.
  9. Prepare and process bi-weekly payroll through HRMS system.
  10. Manage the administration of garnishments and child support notices to ensure timely and accurate submission. Partner with third-party garnishment team with questions or concerns.
  11. Compile and analyze payroll reports for trends in attendance, labor usage, scheduling, and accrual balances. Provide support and communication to the management team on the trends.
  12. Prepare and process EEO-1 annual reports, quarterly multiple worksite reports and mandatory employment survey reports.
  13. Reconcile HR & Payroll liabilities before submission for payment to Accounts Payable.
  14. Follow company policy and federal/state/local regulations on all payroll or benefit related issues.
  15. Administration of leave management process for all leave programs including FMLA/OFLA, PLO, USERRA, ADA, LTD and non-medical leaves of absence. Maintains complete and accurate records of leave and accommodation requests in accordance with specified legal requirements and documentation best practices.
  16. Maintain communication with employees on leave to facilitate smooth and timely return to work and relays communication between employees and their managers during leave.
  17. Maintain knowledge of all federal, state and local laws applicable to leave management and accommodation.
  18. Drafts and/or recommends revisions to company leave policies to ensure compliance with federal, state, and local laws and regulations.
  19. Provide support to the Human Resources Department through administrative tasks and project management.
  20. Observe company safety guidelines and practices in every phase of work. Report all hazardous conditions, safety concerns, injuries, incidents or property damage to your manager.

Work Environment
This job operates primarily in a professional office environment, with occasional warehouse exposure. This role routinely uses standard office equipment such as computers, phones, printers, filing cabinets and fax machine.
Physical Demands

While performing the duties of this job, the employee is regularly required to talk and hear. The employee is frequently required to stand; walk; bend, use hands; and sit. The employee is rarely required to push; pull; move; carry; lift; climb and balance; and stoop, kneel, crouch and crawl. The employee must be able to lift up to 35lbs occasionally. Specific vision abilities required for this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Position Type/Expected Hours of Work
This is a full-time position. The schedule is Monday through Friday, 40 hours per week. The regular shift start time is 8:00 am - 5:00 pm with additional hours based on daily need. This is an exempt level position.
Travel
Occasionally travel to other company locations (Bend, Coos Bay, Newport, Roseburg) as well as industry conferences and professional training.
Required Education and Experience
  1. Bachelor's degree in accounting, business administration or related field; or high school diploma or GED with equivalent experience.
  2. Proficiency in payroll processing and benefit administration
  3. Knowledge of federal and state leave law regulations as it relates to FMLA, OFLA, PLO, USERRA, Workers' Compensation and ADA.

Preferred Education and Experience
  1. SHRM Certification
  2. Experience with Paycom or other HRMS

Additional Eligibility Qualifications
Employee must meet company standards for driving a company vehicle, pass a pre-employment drug screen and background check.
