Job Summary
MAJOR FUNCTION:
The major emphasis of work is on overall administrative planning and coordination of Public Works functions. Direct the activities of various divisions related to infrastructure maintenance, cycle based maintenance, flood control, water quality, development review, transportation corridor planning, and emergency response. This professional position works independently and reports to the Public Works Director.
In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed under the Incident Command System.

Knowledge:*
- Knowledge of modern techniques, methods, practices and procedures of Public Works and engineering programs with an emphasis on public sector operations.
- Knowledge of addressing community concerns in relation to the needs of Public Works on construction programs.
- Knowledge of Civil Engineering as it relates to Public Works, drainage and utilities.
- Knowledge of budgeting and accounting in order to prepare and manage departmental budgets.
- Knowledge of personnel practices in order to perform managerial and supervisory functions, including resolving personnel problems and disciplinary matters.
- Knowledge of land development codes, regulations and enforcement.
- Knowledge of office management principles and practices, procurement, contract administration and project management.

- Ability to establish and maintain effective working relationships with consultants, contractors, the public, fellow employees and officials.

- Ability to direct the programs related to the construction and maintenance of County roads, bridges, drainage, and utilities.

ESSENTIAL JOB FUNCTION:*
- Assist the Director with the overall management and day-to-day administration of all Public Works Divisions and personnel
- Perform management responsibilities, to include but not limited to: interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; Carries out supervisory responsibilities in accordance with the County's policies and applicable laws.
- Evaluate current business practices; efficiency of processes; equipment and facilities; and recommend changes and or new programs to meet County and Department objectives.
- Establish policies and procedures for assigned areas, divisions, and personnel.
- Inspect field projects and ongoing work being performed to ensure proper maintenance, and compliance with departmental procedures, laws and codes.
- Provide technical assistance to in-house staff and other departments regarding operation and maintenance of roads and storm water systems.
- Provide proactive strategies for delivering quality customer service; facilitates communication and team based problem resolution.
- Work closely with County, State, and Federal regulatory agencies, as well as various stakeholder groups to deliver services and accomplish objectives.
- Participate in a variety of ad hoc County committees, including emergency planning/response, asset management, bargaining unit relations and safety issues.
- Conduct and attend meetings and conferences to discuss current work problems, policy changes and related matters.
- Perform related work as requested or assigned.
- *ESSENTIAL PHYSICAL SKILLS: Use of both hands and fingers with dexterity. Good vision and hearing with or without correction. Ability to occasionally lift up to 30 pounds. Frequent walking and standing required. Must be able to walk around construction areas and/or facilities, as required. Ability to drive to various County locations. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
- *ENVIRONMENTAL CONDITION REQUIREMENTS: Majority of work inside an office and occasionally outside at road and construction projects. Ability to tolerate variable weather conditions on occasion.
WORK HAZARDS: Hazards associated with exposure to various elements and working in proximity to traffic and heavy equipment.
SAFETY EQUIPMENT USED OR NEEDED: Possible safety equipment use including hard hat and safety vest.
Qualifications
EDUCATION: Bachelor’s Degree from an accredited four-year college or university in Civil Engineering or a closely related field.

EXPERIENCE: *Seven (7) years of experience in the field of Public Works, Stormwater Management, Engineering or Environmental science, with four (4) years in an administrative or supervisory capacity. A comparable amount of training or experience may be substituted for the minimum qualifications. [ST1]

LICENSE, CERTIFICATION OR REGISTRATION:* Florida Driver’s License and a good driving record is required. Registration as a Florida Professional Engineer is highly desired. Must possess or obtain FEMA/National Incident Management System, IS-100, IS-200, IS-700 and IS-800 certifications within 6 months of hire.

Driving Position – Operating County vehicles and/or equipment is a primary function of this position.
PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.
