This position is responsible for directing, planning, managing, and administering the Public Works projects and assisting with the general maintenance and operations of the Public Works Department. Works closely with the Assistant Public Works Director of Operations and provides support and coverage when needed.
- Develops, implements, and identifies resources for assigned projects according to defined goals and objectives.
- Coordinates Public Works projects from start to finish including review of plans and specifications, issuing Notice to Proceed (NTP), project schedules, developing and maintaining project budget expenditures, monitoring construction progress, reviewing the work of vendors and consultants, conducts meetings, performs field inspections, reviews and processes contractor payments and change orders, as well as monitors project effectiveness for potential areas of improvement.
- Responsible for project closeout and all required documents including preparing punch lists, substantial and final completion, as well as coordinating all correction of defects by contractor for the duration of the warranty period.
- Works closely with the Purchasing Department to assist in the preparation of specifications and bid documents, pre-bid conferences, evaluating bids, and making recommendations for award contract including maintaining records.
- Monitors contracts to ensure compliance, and contractor payments.
- Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures.
- Initiates any actions necessary to correct deviations or violations.
- Reviews work of subordinates for completeness and accuracy.
- Coordinates project activities with those of other departments, contractors, outside agencies, or others as needed.
- Assists in the development and implementation of long and short term goals, plans, objectives and programs.
- Helps to establish, interpret, update, and implement policies and procedures and monitors performance contracts and service levels.
- Supervises, directs, and evaluates assigned staff.
- Provides information, research problems and initiates problem resolution.
- Represents the City at public forums and meetings, serves on committees, and makes speeches and presentations as needed, including resolving citizen inquiries and complaints that may arise related to assigned projects.
- Performs other related duties as required/assigned.
- Bachelor's Degree in Civil Engineering, Construction Management, Project Management, Public Administration or related field.
- Minimum of three (3) years of supervisory experience in Public Works project management.
- Must possess a valid driver's license with an acceptable driving record.
- Must possess FEMA 100, 200, 300, 400, 700, and 800 certifications, or the ability to obtain within the first six (6) months of employment.
- Preferred Project Management Professional (PMP) certification, Engineer in Training (EIT) certification, General Contractor's (GC) License, or applicable construction related licensing.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of current principles and practices of civil engineering and construction management as applied to Public Works administration.
- Knowledge of modern principles and practices of public administration and information technology, including planning and organizing, personnel management, financial administration, project management and budget.
- Knowledge of laws, regulations and ordinances relating to departmental activities.
- Knowledge of occupational safety rules and regulations.
- Skill in the use small office equipment, including copy machines or multi-line telephone systems.
- Skill in using computers for data entry.
- Skill in using computers for word processing and accounting purposes.
- Ability to establish attainable goals, objectives and work plans, to supervise and motivate subordinates to achieve goals and objectives in a timely and effective manner.
- Ability to communicate to employees oral and written instructions.
- Ability to operate a computer using Word, Outlook, and any other appropriate program.
- Ability to establish and maintain effective working relationships with other employees, consultants and contractors, and the public.
- Work environment is typically performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
- The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects.
