Job Summary
Join the Minnesota Department of Health's (MDH) Executive Office to serveas the Agency's Assistant Legislative Director to provide advice, guidance, and strategies to the Executive Office, Division Directors and Assistant Division Directors on the development of legislative programs and to ensure program and fiscal implications of plans are considered in the legislative planning process and reflected in the Agency's budgetary and legislative proposals.
Working as the Assistant Legislative Director, you will:
  • Plan and assist with the department's legislative and governmental affairs programs so that partnership relationships are established and maintained in support of the department's mission and objectives.
  • Provide direction on the agency's state and federal legislative agenda.
  • Direct the Department's interactions with state and federal lawmakers and staff; maintain a partnership to support MDH's mission and objectives.
  • Track and provide strategic guidance on the Department's external engagement.
  • Work with Legislative Director to provide feedback and direction to program staff and division leadership to guide successful implementation of enacted programs and keep legislature informed.

This is a temporary position that may last up to three years.
This position is open to telework for applicants residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. There will be an expectation to report to the office in St. Paul for team or division meetings as needed. In addition, this position is required to work in the office at least four days per week when the legislature is in session.
Qualifications
Minimum Qualifications
Three (3) years of professional experience in Congressional Legislative process, Political Science, Public Health, or Public Policy OR Eight (8) years of advanced administrative, paraprofessional, or technical experience in areas mentioned above.
A Doctorate degree in a related field may substitute for two years of professional experience; A Juris Doctor or Master's degree in a related field may substitute for 18 months of professional experience; A Bachelor's degree in a related field may substitute for one year of professional experience; An Associates degree in a related field may substitute for six months of professional experience.
Knowledge and experience in the following areas will be assessed during the interview process:
  • Knowledge of Legislative/political process.
  • Public health concepts, programs, role, and functions of state government, as well as of the county and local delivery system.
  • Preparation of clear and concise fact sheets, talking points, briefing packets for legislators and/or upper management.
  • Strong computer skills, including the Microsoft Office Suite, presentations, and report writing.
  • Communicating in English verbally and in writing with all levels of department managerial staff and external stakeholders to carry out the responsibilities of the position.

Preferred Qualifications
  • Juris Doctor or Master's Degree in Political Science, Public Health, Public Policy or a related field.
  • Knowledge and experience in the following areas:

The organizational structure, role, and functions of the Minnesota Department of Health; State budgeting process.; Goals, philosophies and positions of other state agencies, relevant boards, committees, community groups, special interest groups and advocacy groups and the relationships with the department and state government.
  • Ability to work cooperatively and closely with all levels of staff for the benefit of state public health.
  • Capable of problem solving in general administration and legislation.
  • Skill in building collaborative relationships and the ability to Interact with public officials and the public.
  • Ability to perform well in a fast-paced environment.

Physical Requirements
There is an expectation of in-person attendance at legislative meetings and hearings, and this can mean an irregular work schedule during the legislative session.
