Job Summary
The Pesticide and Fertilizer Management Division (PFMD) Contracts and Grants Coordinator will identify and coordinate grant opportunities; advise staff (approximately 75 FTE's with highly diverse programs) in the proper procedures for preparing professional/technical contracts, joint powers agreements, interagency agreements annual plans, and grant and income contract proposals. This position regulates and monitors department contracts, leases, and Grants for compliance with state regulations and department policies by advising managers on the methods of establishment and implication of contracts; reviewing all contracts, leases, and/or grants for budgetary compliance; preparing or directing preparation of encumbering documents; and maintaining accurate file records This position will manage the application approval process to make certain that the federal and state laws, regulations, policies, and procedures are followed. This position will also review and monitor contract or grant contract invoices for compliance of the terms and conditions as specified in the budget, performance measures and/or deliverables. This position will also perform fiscal audits of grantees as required by law, regulation, or policy. This position will prepare grant applications documents including budget development and assist staff in preparing grant work plans, progress reports and other contract and grant related reports. This position also provides budget and analysis support to the Pesticide & Fertilizer Management Division (PFMD) Operations Section.
Qualifications
Minimum Qualifications
Two (2) years of finance or accounting experience or administering grant or contract programs. NOTE: A Bachelor's Degree in Accounting, Finance, Grants Administration, Business Administration, Public Policy/Administration, or related degree may substitute for one (1) year of experience.
Experience procuring services that include reviewing, interpreting, and providing guidance on Contracts and agreements.
Strong oral and written communication skills.
Demonstrated working knowledge in planning, time management, prioritization, and organizational skills.
Demonstrated working knowledge in project management, and problem-solving skills.
Must currently possess and maintain Authorized for Local Purchasing (ALP) certification at the $25,000 level or attend training and obtain ALP certification within six (6) months of appointment to position.

Preferred Qualifications
Bachelor's Degree in Accounting, Finance, Grants Administration, Business Administration, Public Policy/ Administration, or related degree.
Demonstrated working knowledge of government appropriations and accounting systems.
Demonstrated working knowledge and understanding of Generally Accepted Accounting Principles (GAAP).
Demonstrated working knowledge of state and federal policies and procedures for the administration of grants and contracts.
Demonstrated working knowledge of audit procedures, and operating budget principles sufficient to prepare, analyze, monitor, and review activity.
Demonstrated working knowledge of contracts, joint powers agreements, interagency agreements, annual plans, grant, and income contracts, and other proposals.
Strong demonstrated work experience with computer programs such as Microsoft Office; specifically excel and word.
Physical Requirements
This position requires the physical dexterity that permits standing, kneeling, bending, and stretching, and climbing up and down steps, lifting objects and traversing slippery/uneven surfaces. This position must perform routine office tasks such as sitting, reading, examining documents, and viewing a computer for long periods of time.
