Assist in the planning and conducting of operations in regards to the Junior ROTC (JROTC) program. Consult with the Coordinator in logistical matters and then advise instructors or other parties involved. Serve as the senior enlisted advisor to the Coordinator with minimal supervision. Adhere to federal and state laws, as well as, district policies, procedures, and regulations.
Essential Functions
- Assist in the administration of the JROTC program through evaluations; assist with campus visits, both formal and informal, to assess program/instructor effectiveness, in accordance with Cadet Command regulations and policies.
- Prepare yearly curriculum training guidelines for instructors to plan, develop, and implement for instructional dissemination; revise guidelines, when appropriate, to enhance instructor knowledge.
- Assist in the preparation and formulation of the departments' budgets and monitor expenditures/disbursements.
- Create Operations Orders/Guidelines for major events within the JROTC co-curricular requirements in accordance with Army regulations and policies.
- Coordinate all logistical support for major co-curricular events within the JROTC program.
- Create and provide yearly contracts (2767 or 2754) to ensure all instructors remain qualified to teach JROTC curriculum.
- Oversee Opening Enrollment Report, Unit Reports, and Intensions of Graduates reports from each JROTC program to ensure each school is in compliance with Army Cadet Command regulation.
- Work with current software to facilitate day to day needs within the JROTC program.
- Organize and facilitate yearly meetings of JROTC Senior Army Instructor (SAI)/Army Instructor (AI's) to keep them informed of YISD and Army Policy, curriculum, regulations, SOP's and program changes.
- Assist in the facilitation of the interview process, in regards to new instructors and ensure all interview paperwork/documentation is submitted to Human Resources for processing.
- Serve as a resource in support of new Army programs that require assistance in curriculum and computer programs.
- Serve as a resource and support person to the individual instructors while removing any unnecessary administrative requirements.
- Serve as the alternate Government Purchase Card approving officer for the government issued credit card.
- Attendance at the work site is required to meet essential functions of the job.

- Participate in professional development activities as required by the district.
- Follow established safety procedures and techniques to perform job duties; support district/department goals.
- Maintain a professional code of ethics and perform other duties as assigned.
Qualifications
Bachelor's degree; Certification to teach Junior ROTC by the US Army/Cadet Command; Retired from the US Army with a minimum of 20 years of service at the rank of Sergeant Major (E-9) or Master Sergeant (E-8); Three (3) years of experience teaching Junior ROTC. Demonstrated organizational and leadership ability. Effective communication skills, both oral and written. Valid Texas/New Mexico driver's license and must be insurable by the District's auto liability insurance carrier. Subject to District's drug and alcohol testing policy and regulation. Maintain an outstanding relationship with the greater El Paso community, to include civic, fraternal, patriotic, neighboring Districts' and the Fort Bliss community.
Mental Demands/Physical Demands/Environmental Factors
Ability to maintain emotional control under stress. Frequent district-wide and state-wide travel. Occasional prolonged and irregular hours. Frequent standing, walking, repetitive motion of hand-wrist and elbow, pushing, pulling, lifting, climbing, bending forward/backwards/sideways, and reaching.
