POSITION SUMMARY
Partners with Director of Administrative Development and Support Services and other institutional leaders to oversee the management, operations and strategic planning of a department or division in the areas of operations, budget planning, fiscal and resource planning/administration, human resource utilization, policy administration, and coordination and negotiation of activities with other entities. Provides a training opportunity for hands-on experience in Administrative Leadership within a department. Role would serve as a pathway towards a Departmental Administrator position in an Academic Department.
Any qualifications to be considered as equivalents in lieu of stated minimums require prior approval of Vice President for Human Resources or his/her designee.
EXPERIENCE AND EDUCATION
REQUIRED
Bachelor's degree in Business Administration or related field
Three (3) years of directly related experience.
One (1) year in supervisory/management capacity.
PREFERRED
Master's degree in Business or Healthcare Administration.
Eight (8) years directly related experience.
Four (4) years in supervisory/management capacity.
JOB DUTIES
Supports and partners with Director of Administrative Development and Support Services on Medical School and Health System goals, interim needs in departments/divisions and other administrative and financial issues.
Provides, interim assistance, oversight and management in any of the following areas and duties identified below: day-to-day administration of the department/division; works in close collaboration with departmental leadership to ensure strategic and operational plans are not delayed due to lack of administrative leadership; may represent the Chair in various meetings and venues.
Participates in strategic planning to ensure that department/division and UTSW goals are aligned and contribute towards market growth, revenue enhancement, cost containment, maximizing clinical practice and research productivity.
Advises the department/division on fiscal matters; ensure fiscal control through a reliable system of expenditure and revenue management; provide support to leadership in managing and monitoring individual financial management issues; monitor budget and fiscal performance, recommending corrective action where appropriate; prepare and analyze financial reports; sets up and monitors appropriate internal control practices; provides accurate up-to-date financial information to Department Chair/Center Director and departmental leadership to support the successful financial management of the department/division.
Oversees department/division human resource activities including, but not limited to, recruitment, interviewing, selection, visa management, salary analysis and sourcing, disciplinary actions, leave administration, employee development, and performance evaluations of classified staff, faculty, trainees, and fellows.
Partners in the search process for Department Administrators; including position posting, hiring manager functions, and onboarding of Department Administrators. Work with Department/Division Chairman and Academic Affairs leadership to identify the needs and the candidates who can fill them.
Creates and develops business plans and models and propose changes associated with funding lines, departmental research activities, clinical activities and faculty compensation where appropriate; helps educate department/division leadership in management and strategic planning for research and clinical programs; facilitates partnerships and strategic alliances for clinical expansion and engagement with the community.
Manages the day-to-day administration of the research enterprise within the department/division; direct grant administration, support the preparation of major research proposals from a financial and administrative perspective.
Oversees the administrative component of the promotion and tenure and faculty appointment process and ensures the department is following the appropriate policies working in partnership with the School of Medicine Dean's Office.
Manages programs and standards of performance to continually measure and evaluate safety, service and quality improvement, training, allocation of resources and application of corrective actions as necessary.
Directs and manages the department/division's billing and revenue cycle operations.
Provides administrative direction to the educational programs of the department/division under the direction of the Chair and Residency Director; supervises appropriate staff and provides coordination and oversight of functions of the Residency and Fellowship Training Programs.
Provides administrative direction to the research support of the department;/division in collaboration with the Chair, ensures compliance with institutional guidelines and state and federal laws.
Performs other duties as assigned.
