Provide leadership and responsible technical expertise involving design, administration, configuration, integration, testing, and maintenance of facilities data management software such as Computerized Maintenance Management System (CMMS) and Enterprise Asset Management (EAM) System. Collect and interpret data to create and improve plant predictive, preventative, and reactive maintenance work order processes for the Wastewater Reclamation Authority's (WRA/WRF) buildings, structures, equipment, and auxiliaries. The nature of the work performed requires an employee in this class to establish and maintain effective working relationships with staff, division supervisors, managers, and technical vendors. The principal duties of this class are performed in a general office environment, however fieldwork, trials, and pilot studies that involve outdoor activity are also required.
- Bachelor's Degree in Computer Science, Information Systems, Engineering, or related degree; and
- At least three (3) years of experience managing a Water and/or Wastewater Treatment facility's CMMS/EAM or other maintenance program in a manufacturing or production facility; and
- At least one (1) year of experience maintaining software applications and Data for CMMS/EAM, Enterprise Resource Planning (ERP), work order management, database management; and
- At least one (1) year of experience supervising or leading technical personnel or projects; or
- Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work may be substituted for specific education requirements.

- Supervise and direct the work of data management system staff and provide guidance on technical standards, work order processes, and testing and maintenance techniques.
- Assign and prioritize tasks for data management system staff who are formally supervised by others.
- Assess requirements for data and system optimization. Responsible for day-to-day operations and performance of facilities data management software.
- Develop, implement, and sustain improvements in data quality and system integrity.
- Provide information relating to critical plant equipment and maintenance data to various divisions at the WRF within multiple levels of hierarchy and for internal and external use.
- Review existing plant equipment maintenance strategies and recommend improvements, as needed, based on water industry best practices and Data analysis.
- Provide functional system administration for CMMS/EAM including capturing data, data governance, and organizational changes in assets as they occur.
- Monitor, review, and evaluate plant maintenance data and records.
- Maintain data and application security of CMMS/EAM and related systems in accordance with City and WRA information security policies.
- Review, modify, and develop CMMS/EAM reports.
- Prepare, analyze, and evaluate performance reports (by group, individual, section, activity), including reporting on performance against goals and budgets to identify issues and develop plans for recommended solutions.
- Develop, maintain, and monitor CMMS/EAM equipment, inboxes, and Key Performance Indicator's (KPI's).
- Measure and publish Performance Indicator's (PI) and KPI's metrics to the management team; interpret data and make recommendations based on findings.
- Coordinate with Operations, Maintenance, and Information Technology (IT) on items relating to security, Supervisory Control and Data Acquisition (SCADA), and CMMS/EAM.
- Coordinate with WRA Engineering and Public Works Department Geographic Information Systems (GIS) data owners to integrate and maintain spatial and nonspatial asset data.
- Coordinate with WRA Engineering, Maintenance, and Operations with items relating to scheduling plant equipment maintenance and processes.
- Develop, implement, and provide training for critical systems and the CMMS/EAM application within the facility.
- Develop, implement, and provide business process documentation to end users for plant specific equipment and systems; serve as a liaison for problem solving and escalation.
- Monitor, evaluate, and implement the change process for system procedures and standards.
- Develop methods to test and evaluate software upgrades and test systems in response to changes in operating, application, security, and Data environments.
- Provide project Management and oversight of system upgrades and other special projects.
- Support end-users in work order creation, completion, and closeout Quality Assurance/Quality Control (QA/QC).
- Respond to process or application issues that arise during normal working hours or non-business hours.
- Perform other related duties as assigned.
